William Hicks has been serving as Chief Executive Offi cer at NYC Health + Hospitals/Bellevue.
Hicks began his health career as an imaging technologist and went on to complete his
undergraduate and Master’s work at Saint Joseph’s College, a private college located in New
York City. He has been Platinum level trained in Lean process improvement and has facilitated
over 35��week long Rapid Improvement Events (RIE’s) in his career. Process oriented and
improvement minded Bill applies the principles of standardized work and continuing cycles of
improvement to planning and operations to address social determinants of health, promotion
of health equity, access and quality.
Prior positions at both public and private institutions include Chief Operating Offi cer, Deputy
Executive Director, Chief Innovation Offi cer and Director of Quality. A great deal of his experience
has been in the direct management of operations and support services. Hicks has
overseen the development and implementation of many facility wide projects such as Lab and
Pharmacy information systems, Radiology imaging systems and PACS.
Added to these programs are the completion of many large scale facility expansions and
improvements in both inpatient and ambulatory Medicine, Surgery and Behavioral Health
services. He has served on many workgroups and committees both in network and interagency
that support public health efforts in New York City. He actively worked as a founding contributing
member of the National Ebola Training and Education Center established under an
HHS grant and is responsible for maintaining Bellevue’s status as a Region II Ebola and Other
Special Pathogen Treatment Center.
