$201,287 FAA fines for  
 unruly passengers 
 FAA Zero-tolerance Campaign 
 The U.S. Department  of Transportation’s  
 Federal Aviation Administration  
 (FAA) proposes $201,287 in civil penalties  
 against 10 airline passengers  
 for alleged unruly behavior involving  
 physical  assault.  Since  Jan.  1,  2021,  
 the FAA has received more than 100  
 reports of passenger disturbances involving  
 physical assault. Federal law  
 prohibits  passengers  from  assaulting  
 fellow passengers or crew aboard a  
 flight. 
 The rate of unruly passenger incidents  
 on commercial flights has dropped  
 AIRPORT V 16 OICE, NOVEMBER 2021 
 sharply since the FAA launched its Zero  
 Tolerance campaign but the rate remains  
 too  high. Detailed current data

 are part of the agency’s Zero Tolerance  
 campaign against unruly passenger behavior. 
  The FAA lacks criminal prosecutorial  
 authority but has referred cases  
 to the Department of Justice where the  
 evidence supports criminal review. Airlines  
 where  disruptions  occurred  are  
 Horizon, Delta, Southwest, American,  
 and JetBlue.

 Passport Processing  
 Status Update 
 Allow 8-10 weeks for processing 
 The Department of State is committed  
 to processing passport applications  
 as expeditiously as possible. Reducing  
 the volume of pending passport  
 applications,  shortening  processing  
 times, and increasing agency counter  
 services remain top priorities. 
 DOS is updating it’s public information  
 to reflect that routine processing of  
 a passport application now takes 8-11  
 weeks, and expedited processing (for  
 an additional $60) takes 5-7 weeks. 
 These new processing times reflect  
 a return to the way the DOS defined it’s  
 processing times before the pandemic.  
 Processing  times  now  begin  the  day  
 the application is received at a passport  
 agency or center, not on the day  
 you mail your application or apply for a  
 passport at a local acceptance facility.  
 THE DOS are no longer using door-todoor  
 timeframes to calculate our estimated  
 routine and expedited service  
 times.

 DCWP settles with  
 American Airiines 
 Paid Safe and Sick Leave case 
 NYC Department of Consumer  
 and  Worker  Protection  (DCWP)  announced  
 a settlement agreement with  
 American  Airlines  to  resolve  violations  
 of the NYC Paid Safe and Sick  
 Leave Law. As part of the settlement,  
 American Airlines’ federal lawsuit arguing  
 that the NYC Paid Safe and Sick  
 Leave  Law  does  not  apply  to  airport  
 workers will be dropped. The settlement  
 also  requires American  Airlines  
 to pay $220,000 to 598 ground crew  
 workers  whose  rights  had  been  violated, 
  including its management and  
 support staff, fleet service and mechanical  
 employees,  and passenger  
 service employees, and to comply  
 with  the law going  forward by updating  
 their safe and sick policy which will  
 improve access to leave for thousands  
 of ground crew workers. 
 “Paid safe and sick leave is critical  
 for the safety and well-being of employees  
 and we will continue to hold corporations  
 accountable if they choose to
