Goals and plans made for 2019-2020
The New York Community
Aviation Roundtable JFK Airport
Committee ( NYCAR(
held its meeting on September
9, at JFK Airport Building 14.
The quarterly meeting agenda
was a review of the Mission of
the New York Community Aviation
Roundtable ( NYCAR) ,
included break-out sessions
for the sub-committees, a presentation
by JetBlue, an update
from the Faa and ended
with public comment.
NYCAR is composed of
two committees; the JFK and
LGA committees. They meet
separately then together as a
whole so that all members can
share their respective needs,
methods and goals. Overall
the mission of NYCAR as having
been established by Governor
Cuomo is to review all
PANYNJ and FAA policies,
projects and procedures that
may negatively impact resident
lives, discuss community
concerns about aviation
related operations and issues,
assist the PANYNJ in defining

criteria and principles
as well as creating effective
mechanisms to facilitate cooperation
and communications
for engaging affected communities
in public involvement
for airport projects, explore
and participate and motivate
a win-win outcomes for planning
for future procedures
and changes in aviation, and
provide input and oversight
for airport planing activities.
NYCAR is not empowered
to enforce compliance of any
kind. It is a citizen’s committee
for the overall good of
those impacted by airport operations.

Brown asked the various committees
to gather for 20 minutes
and report to the committee
at large with objectives for
2019-2020. .These committees
are: The sub committees are:
JFK Airport Operations, Environmental
Oversight, Master
Plan, Legislative, and Research
and Development.
Kate McMillian from Jet-
Blue gave the group a presentation
and preview of sustainability
progress by JetBlue at
JFK. The airline has a number
of initiatives that have
been lauded by Governor
Cuomo as outstanding strides
in sustainability and keeping
within the goals of the Paris
Climate agreement which the
Port strongly supports.
She noted Jetblue’s sustainability
progress through
the purchase of new efficient
aircraft saving huge amounts
of C02 emissions, new winglets
that use less fuel , electric
charging ( instead of gas)
hubs for electric ground vehicles
used at the terminal, repurposing
of old crewmember
uniforms, composting, and
recycling, all designed to improve
sustainability and reduce
carbon footprint.
The FAA reported that after
having discussions with
NYCAR they were making
some changes to way aircraft
approach landing at the airport
to reduce the noise level
over communities. They described
the new approach that
would be used when weather
conditions are right. This consideration
by the FAA to the
area residents concern over
noise was appreciated but
some members called for addition
step to also be considered.
There was some disagreement
between the representative
from the FAA and a couple
of committee members. The
members felt that the procedure
for non NYCAR organizations
to speak with the FAA
was cumbersome having to go
through the NYCAR committee
first. It was felt that direct
communication was a more
reasonable.
A recap of the reconstruction
of the JFK runway
13L/31R was mentioned
and comments made that
good progress has been made
and the goal of mid November
completion would be
achieved.
