LGA Airtrain progress
FAA scoping in the works
A second Airtrain for
Queens has been proposed by
the Port Authority back in June
2019 and the FAA must fi rst
process the proposal through
a scoping process which mandates
several steps including
much public comment before
any approval is made.
Port, as the operator of
LaGuardia Airport (LGA or
Airport), is proposing to construct
and operate a new automated
people mover AirTrain
system to provide a time-certain
transportation option for
air passenger and employee
access to LGA. The Port Authority’s
proposal would also
ensure adequate parking for
Airport employees.
The Federal Aviation Administration
(FAA) is the
lead federal agency for preparation
of an Environmental
Impact Statement (EIS) and
will do so in compliance with
the National Environmental
Policy Act of 1969 (NEPA), as
amended (42 United States
Code U.S.C. § 4321 et seq.) and
Council on Environmental
Quality (CEQ) Regulations for
Implementing the Procedural
Provisions of NEPA (40 Code
of Federal Regulations CFR
Parts 1500-1508).
The Proposed Action, as
identifi ed by the Port Authority
of New York and New
Jersey (Port Authority), is
an elevated fi xed guideway
(AirTrain or automated people
mover) between LGA and a
transfer station that provides
a direct connection to the Metropolitan
Transportation Authority’s
(MTA) Long Island
Rail Road (LIRR) and New
York City Transit (NYCT)
subway. The Proposed Action
would include two on-Airport
stations serving Terminals B
and C, and a third station that
connects to the Mets-Willets
Point stations of the LIRR Port
Washington Branch and the
NYCT Flushing No. 7 subway
