Int’l postal war averted
Rate compromise reached

A little public known fact that
the U.S. is part of a global postal
rate agreement came to light, as
the the Universal Postal Union
(UPU) agreed to avert a global morass
of snail mail shipments.
The UPU was challenged by
the U.S. to negotiate better “terminal
dues” for USPS global mail or
the US would pull out of the agreement.
Doing so would have snagged
mail deliveries around the world
for Americans. It was feared that
without a rate adjustment, US rates
could have soared 300%.
The main argument by President
Trump is that: “The current
system of terminal dues distorts
the fl ow of small packages around
the world by incentivizing the
shipping of goods from foreign
countries that benefi t from artifi
cially low reimbursement rates.
The UPU has not done enough
to reorient international mail to
achieve a clear distinction between
documents and goods. Without
such a distinction, it is diffi -
cult to achieve essential pricing
reforms or to ensure that customs
requirements, including provision
of electronic customs data for
goods, are met.”
He waned the US, and therefore
other postal services worldwide, to
be able to “self declare”, in essence
setting their own rate for such
shipments.
As a result the UPU had been
working to fi nd a compromise that
will satisfy the US Department of
State and so stop the USPS from
leaving the UPU after 144 years.”
The UPU hasn’t noticeably updated
its dues structure since it
was fi rst introduced in 1969. For
50 years China has got away with
paying the rates of a developing
nation, when today China is the
second largest economy in the
world,” said one offi cial.
Last week however, the case
was settled with a new plan. Under
the agreement, high-volume
importers of mail and packages
would be allowed to begin imposing
“self-declared rates” for distributing
foreign mail from January
2021. There is a fi ve-year
period for phasing in new fees.
Countries with more than
75,000 tons in post imported annually
– mainly the United States –
may apply their self-declared new
rates from July 2020.

The work of the Electrical & Mechanic Technician classification
includes the following: troubleshooting, disassembly, checking
and cleaning, repairing, replacing, testing, adjusting, assembling,
installing, servicing, fabricating, and inspecting required to
maintain any fixed pedestal and apron drive aircraft passenger
loading bridges, baggage transport systems, aircraft ground
power generators, HVAC systems, aircraft ground portable water
units and related equipment and all their components. May be
assigned to order, receive, inventory, secure or disburse parts and
supplies on or off airport facilities. Certifies for quality of own
workmanship. May have other Mechanic personnel assigned to
assist him or her in completing an assignment.
