Section 321: Entry Type 86 Deployment
Date Set for September 28,
2019
On September 28, 2019, U.S. Customs
and Border Protection (CBP)
will deploy the new Entry Type 86 for
entry of Section 321 low-valued shipments
through ACE. This new entry
type will improve import safety and
security by providing greater visibility
into low value shipments. Please
note that this new entry type is a test
and is not mandatory for users. Additional

A draft Cargo Release CATAIR has
been posted.
Policy:
Using Entry type 86 to obtain release
of low-valued Section 321 shipments
is only a test. It is not mandatory.
All current Section 321 clearance
processes remain in effect.
CBP will also host support calls
to address any questions or concerns
from the trade regarding Section 321:
Entry Type 86. The calls will be held
from 2:00 PM ET to 3:00 PM ET daily
starting September 26th.

NO. 17-019-JFK TO: Air Carriers,
Cargo Service Companies, Terminal
Operators and Others Concerned
SUBJECT: Courier Shipments in
the Passenger Environment at the
Port of JFK
Due to an increase in the number
of non-compliant courier shipments
in the passenger environment, Customs
and Border Protection is reminding
all air carriers, terminal operators,
cargo service companies, and
affiliated stakeholders that such shipments
are subject to Customs regulations
under the provisions set forth
in 19 C.F.R. § 141, Entry of Merchandise.
As such, carriers who allow courier
shipments to be imported in the
passenger environment will, in most
cases, be required to process these
shipments as post-entered cargo when
the passenger, acting as a courier, is
not able to fully comply with CBP regulations.
