MSA Security canine cargo program explained
The Kaamco monthly
meeting and the former
General Managers meeting
newly named Airport
Community Stakeholders
Meeting (ACSM) were held on
June 12 at Building 14.Meetings
now run back-to-back
with Kaamco from 10am-11am
and the ACSM from 11-NOON.
The Kaamco meeting was
comprised mainly of a presentation
from MSA Security
representatives and the ACSM
meeting included the standard
format of reports from
all departments of the airport
federal agencies and updates
from other stakeholders.
MSA is a security company
which is focusing on the aviation
third party canine security
business. This business
opportunity presened itself to
the industry with the Federal
government allowing third
party canine security fi rms
to do work in the cargo side of
the airports as part of the FAA
Reauthorization Act in 2018.
The Act detailed the 3PK9
certifi cation steps necessary
for non-TSA canine providers
ti=take in order for outside
fi rms to bring dogs into
the cargo areas of airports for
the explicit purpose of sniffi ng
our explosives.
MSA Ken McGuire was
proud to announce that MSA
was one of the fi rst to receive
certifi cation. As a result, they
have several training facilities
around the country which
replicate a typical cargo warehouse
and use real explosives
in their dogs training for optimal
results.When asked if the
dogs are used for departing
passengers, McGuire said the
dogs are currently only used
in the cargo areas while the
TSA runs it own canine operation
on the passenger side of
the airports.

Ana Lemos, the fi rst
Kaamco committee report
came from Jim Bliku of Qantas.
Bliku’s reoorted that various
committees did not meet
last month due to the Chamber
of Commerce luncheon and
the June cargo meeting not to
be held because of the Kaamco
Golf event. Bliku reminded everyone
that the SIDA badge offi
ce is now located at Building
141 although many functions
can now be done on line.
Lemos mentioned that the
Interline Committee would
submit a monthly report. She

also requested that the airline
share more common information
that would be benefi cial
to the community.
It was announced that the
Ground Ops meeting will be
held at Noon, moving it to follow
the Port Runway meeting.
She said she would ask Port
for a representative to report
in more detail on the runway
construction and efforts to
speed it up.
Julie Emond from Air
France reported on the success
of the Foreign Object
Debris (FOD) Day saying it
brought many young people
into the event and introduced
them to the importance of
these regular inspections.
Bill Huisman, NYCAR Facilitator,
reported that Nassau
County residents are experiencing
more aircraft noise
and have established another
group to address this issue
and seek more representation
in the NYCAR Committees
which are primarily composed
of the LaGuardia and
JFK Committees. They are
also seeking to meet with Port
to seek a shorter runway construction
to mitigate the noise
they feel has been increased
by the use of three, not four
runways at JFK.
Huisman also commented
on the success of the ASDO
Networking event run by Dolores
Hofman and thanked all
who participated.
JFK GM Charles Everett
called the ACSM to order with
an agenda of Port Authority
department reports.
First to speak with Sajida
Fhamy, of Safety Risk Management.
Fhamy reported
that the Hurricane season
began June 1.There is a Hurricane
preparedness meeting
June 28 where the preparation
for storms and the benefi t of
a Go_KIT can be a life saver.

Terry Rizzuto of Landside
Operations had several comments.
She announced that
the OEM would hold a Hurricane
Preparedness tabletop
exhibit in July, The exact date
TBD. Her second remark referenced
the Second Chance
initiative championed by the
Fortune Society which seeks
to place individuals touched
by the criminal justice system
and are seeking a second
chance. Rizzuto then said that
Port is working with Winthrop
Hospital to educate our
community . Stop Bleeding in
case of emergancy times. Reps
will come in and show techniques
to literally stop bleeding
in case of wounds. The
workshop was scheduled for
June 28.
DR3 driver training is
mandatory for any airline or
ground handler that has tug
drivers on the movement areas.
They need to come to this
meeting. Have an OPS bulletin
and doing every DR3 will
have to do complete re-training.
This meeting will take
place by the end of the month.
The runway construction
was the next topic. Rizzuto reported
that Port has looked at
acceleration on the work.
She said that additional
movement was asked by the
community and that by July
1st additional space used to
stage aircraft, two weeks
ahead of schedule. Dave Siewert
of the FAA congratulated
Port for their success in shaving
two weeks off of the busy
season by providing this new
movement area.
Manny Ciminelo of the
physical plant had several
items to report: the support
project construction allowing
for Group 6 aircraft to accommodate
the North Cargo redevelopment
area adjacent to
the new planned 260/216 and
Air Cargo LLC facilities with
construction beginning in
August and lasting for about
a year; 100mbs WIFI is being
implemented in all terminals
and should totally in place by
end of the 2019; announcing
the TAA’s and the Port goal to
get tenants into the fi nal stage
of construction as soon as possible
and to meet compliance
and receive the fi nal permit.
Port Diane Tglich-Oh followed
up and reported that a TAA
letter was sent out recently;
continuation of the new line
striping throughout the airport;
refreshing of airport directory
signs; and fi nally the
rehab of a portion of the Van-
Wyck Expressway at JFK. The
long time sore of ponding and
icing of water , called the bathtub
area, under the taxiway
bridge, will be addressed with
a reconstruction of this portion
of the roadway to eliminate
the problem. Anticipated
start date is second qtr, 2020.
Plan is for nightly closures to
minimize traffi c issues.
Port Authority’s Jim Steven
updated the membership
with news that the redevelopment
team focusing on is
getting closer and closer to
commercial terms with the
redevelopment developers of
Terminals 1&5; Port is getting
deeper into the phasing
and construction logistics
and phasing of the program
to insure operations at JFK
are maintained as Port goes
through the massive amount
of construction. He discussed
collaborative discussions with
stakeholders on logistical and
development issues. The initial
environmental report has
been submitted to the FAA
and Poet is looking for results
in about a year when ground
breaking is anticipated. Steven
mentioned the Advisory
Council’s next full meeting on
Monday July 8.
Airtrain’s Sanchita Banerjee
Jimenez reported that: the
new software update implementation
will help with reliability
of train failures; new safety
testing and no more planned
shutdowns until the fall.
Security Kim Dickie reported:
a monthly security
message has begun relating
the loss and mutilation of ID
cards; asking employers to
keep loss of IDs to a minimum;
announced the TSA started
annual inspection to all facilities;
the ID offi ce has launched
issuing offi cer to go online to
schedule ID appointments.
CBP reported that there
are a number of individuals
roaming the ramp area
outside of their work hours
and this is not allowed for security
purposes. CBP asked
that all companies maintain
compliance to avoid security
breaches.
There were no reports
from the PAPD, TSA, CD or
other federal partners.
The meeting was adjourned
by Everett who shared important
upcoming events including
the Rotary Golf Spa Day.
