The Clean Construction Program
applies to all new projects, and many
aspects are already embedded in major
ongoing construction initiatives,
including the LaGuardia Airport and
Newark Airport Terminal One redevelopments.
The Program will launch
in full by the end of 2020.

on reducing our environmental

Clean Air Programs
Clean Vehicles-The Port has electrified
36 shuttle buses at LGA, EWR,
and JFK airports, which is the largest
all-electric fleet on the east coast. We
are also reducing the emissions of our
fleet of light-duty vehicles by committing
to electrifying 50 percent of the
fleet — a total of 600 to 700 vehicles —
by 2023.

Electric Vehicle Charging
for Customers
We are adding more electric vehicle
charging stations at our facilities for
public and for-hire vehicles. In partnership
with the New York Power Authority,
we’ve installed a new electric
vehicle fast charging hub at JFK airport.
The hub includes 10 Direct Current
Fast Chargers, allowing public
and for-hire vehicles to charge in 30
minutes or less. The fast charging hub,
which can be used by any electric vehicle,
was completed in 2020 and is the
largest fast charging station of its kind
in the northeast. Planned projects will
increase the number of electric vehicle
charging stations currently operating
at JFK, LaGuardia and Newark airports,
at the Journal Square Transportation
Center, and at the Port Authority
Bus Terminal. Moving forward, all
new airport terminal redevelopment
will include additional charging stations
in public parking facilities.
Ports Truck Replacement
Program
The program provides incentives
for drayage truck owners who frequently
serve the Port Authority’s marine
terminals to replace old trucks
with newer, cleaner trucks. Independent
owner operators or licensed motor
carriers that own port drayage
trucks equipped with 1998 through
2006 model year engines (EMY) who
frequently serve the port, which is defined
as at least 150 times in the last 12
months, and who agree to continue to
service the port frequently with the
replacement truck for five years. Replacement
trucks must be equipped
with a 2014 EMY or newer and certified
to EPA emission standards. The
old truck must be scrapped.
Electrification of Ground
Support Equipment at
Airports
Ground support equipment (GSE)
that service aircraft is a significant
source of greenhouse gas and criteria
air pollutants. The Port Authority has
partnered with JetBlue and the New
York Power Authority (NYPA) to secure
a nearly $4 million federal grant
to support the use of electric GSE at
JFK’s Terminal 5, operated by JetBlue.
The grant will help install 38 charging
stations at Terminal 5, enabling
JetBlue to convert 116 gas and dieselpowered
baggage tugs and belt loaders
to electric. The project was funded in
part by a grant from the FAA. Charging
stations for electric GSE will also
be part of new terminal development
at JFK, LaGuardia and Newark, allowing
the conversion of diesel and gasoline
powered GSE to electric models.
Cargo Handling Equipment Modernization
Program-Clean Cargo
The Port Authority’s Cargo Handling
Equipment Fleet Modernization
Incentive Program, which is funded
by a $2 million federal Congestion
Mitigation Air Quality (CMAQ) grant,
is aimed at reducing emissions from
Cargo Handling Equipment (CHE) by
incentivizing tenants of New Jersey
Marine Terminals to replace their
older fleet with new CHE with Tier IV
engines or alternative powered equipment,
including all electric, diesel
electric or hydraulic hybrids, and liquefied
or compressed natural gas.
Eligible Port Authority tenants
can purchase new CHE and get reimbursed
20% of the purchase price,
up to $20,000 per CHE unit replaced.
Participating tenants must agree to
scrap the old equipment.All Port Authority
New Jersey Marine Terminal
Tenants with off-road container CHE
are eligible for this program. Off-road
Container CHE such as straddle carriers,
yard tractors, rubber tire gantry
cranes, or top loaders.

standards go beyond code requirements
and national standards and
represent a risk-informed approach to
building our region’s infrastructure
for the long term.

Our Guidelines optimize building
and infrastructure project design to
reduce our impact on our host communities
and the natural world. Both our
Building and Infrastructure Guidelines
take a comprehensive view of environmental
performance, including
project siting, water, energy and emissions,
construction practices, materials,
indoor environments (Buildings)
and project lifecycle. They are applied
to new construction, substantial renovation
and reconstruction.
