JFK Redevelopment was key
report at the May JFK GM
Stakeholders meeting
Grand plan being finalized as many
small projects are on the 2021
calendar

The May JFK virtual General
Meeting’s main topic was
the state of the JFK Redevelopment
( JFKR).
General Manager Charles
Everett and Deputy GM Teresa
Rizzuto have given
monthly updates but details
on the status were given by
Deputy Director of Aviation
Jim Heitman who gave a good
overview of the current lay of
the land.
Essentially he related that
there have been a lot of conversations,
meetings and a lot
of background work done and
smaller projects scheduled for
the 3-4 qtrs. of this year before
getting the overarchingJFKR
plan back on track.
He reported that the T6 redevelopment
is close to going
to the Board for approval but
there are a few details to work
out with anticipated ground
breaking in early 2022. In
general, developers have been
working on planning scenarios;
working to reevaluate
schedules, and working to advance
the program in new reality
with financial restraints
and reduced short term flying
demand. He said, “Everyone
is looking at rightsizing the
build-out with the passenger
demand forecast and adapting
to a new reality. “
The American Airlines
redevelopment plans had already
been committed and
construction is continuing.
Recently the T4 JFKIAT/
Delta terminal expansion was
announced albeit in a scaled
down and phased plan.
The redevelopment
Vision
Heitman said the JFKR is
built on 3 Pillars- Customer
experience, a 21st century
governance and an investment
in facilities.
He pointed to the recent
accreditations by GBAB and
ACI and other agency goals
as successfully addressing
safety , health of all and the
customer experience pillar
but there is more to go.
The governance pillar includes
Building 111 headquarters
for the 21st. Century
AOC, benchmarking
against other world airports,
and measuring KPIs from 150
measurable activities.
From a sustainability
point of view Heitman shared
the beginning and ongoing
implementation of ESG initiatives
including the fleet
of Port electric vehicles,
where they are commercially
available,and reducing the
carbon footprint of the airport
along with eyes towards
alternate transportation of
cargo to the airport.
Port will be holding a
Technology Summit where
all stakeholders can share in
the ways technology can be an
overarching benefit to the airport
community.
Speaking of community,
he said that community outreach
is very important and
presumably GatewayJFK will
be involved.
Anumber of projects ,with
some changes, include: the
downsizing of terminal expansion,
roadway changes,
new phases of demolition and
redevelopment, and a more
simplified roadway system.
With all these modifications,
changes in scope and
ultimate cost, the redevelopment
will have to go back to
the Port Board of Commissioners
for review and approval
before anynew major work begins.
However interim projects
are planned, such as the
central substation, Building
111, early utilities projects,
ground transportation center,
some airside and landside projects,
approvals for T1 and T6,
and the reopening of the JFKR
community planned for 3-4qtr.
of this year. All these plans are
based on recovery of the health
of people and the economy.

during the virtual meeting:
Brian Xavier from Allied
Aviation who gave a report
on the Colonial pipeline cyber
attack, He said that JFK and
LGSA are in good shape given
that fuel usage is done because
of fewer flights and that
the Buckeye pipeline getsfuel
from other sources. He anticipated
things back to normal
in several days.
Andrew Renna of CBP reported
inbound traffic up to
35% of pre-pandemic numbers.
Cargo revenue at KFK
was $60 billion for 1st qtr. 2021
and mail is between 800-1 million
pieces daily.
The SIDA office began
a pilot program issuing an
18-month badge authorization
instead of the 12 months.
Port Authority with Northwell
Health and JetBlue arranged for a
Covid vaccine pop-up site at JFK.
