30 years ago Port’s JFK re-development
A look back-from newspaper exerpts:
In 1989, Commissioners of the Port Authority of New
York and New Jersey gave authorization to proceed
with the $3.2 billion redevelopment of John F. Kennedy
International Airport in New York.
“The JFK 2000 project
was one of the largest capital
construction efforts being
undertaken in the New York
region. When completed, it
should facilitate movement
of freight and passengers
through the airport complex,
one of the world’s largest. The
Port Authorioty Board’s action
last week gives the Port
Authority executive director,
Stephen Berger, authority
to award construction contracts.
Site preparation work
is expected to begin shortly. “
The then $9 billion-plus,
public-private redevelopment
program delivered new
terminals, parking garages,
roadways, cargo facilities
and AirTrain JFK, the airport’s
rail system, which
opened in 2003.
“Terminal 1 opened in
1998 and now serves 11 airlines.
It will be eclipsed next
year by the International
Air Terminal, Terminal 4,
which will dominate the field
until 2006, when American
finishes Terminal 8. That
may be rivaled by a Delta Air
Lines terminal next to and
perhaps linked with Terminal
4.” The Eastern terminal
of 1959 was demolished
to make way for Terminal 1,
which was developed by Air
France, Japan Airlines, Korean
Air and Lufthansa German
Airlines.

“At the same time, British
Airways is expanding
and renovating Terminal 7.
The $220 million project, designed
by Corgan Associates,
will add 83,000 square feet of
space to the 30-year-old structure.
The new airline JetBlue
built on the area around Terminal
5 and Terminal 6.”
Specifically, the commissioners
backed five major
project components. They
were:
• Construction of a central
terminal transportation center
that will also
serve as the hub for an automated
people mover;
• A people mover, (
AirTrain) operating as an elevated
railway between various
terminals;
• An automated, state-ofthe
art baggage handling system
that will shuttle luggage
between terminals;
• A re-configured central
terminal area to improve
road access into and through
the huge, international airport.
• Infrastructure improvements
to increase capacity
for the airport’s electrical,
sanitary, heating and cooling
systems.

The AirTrain automated
light rail system links the
nine passenger terminals
of John F. Kennedy International
Airport (JFK) with
the central terminal, rental
car area, and parking lots.
When designed and built,
the AirTrain’s capacity was
34,000 passengers a day, making
it the second most heavily
used airport access system
in the United States at
the time.
The first 5.3-mile leg of
AirTrain opened in 2002
with service from eight stations
around Kennedy to and
from the A train stop at Howard
Beach, Queens. By 2003,
AirTrain is expected to reach
Jamaica, Queens, on an elevated
guideway along the
median of the Van Wyck Expressway.
AirTrain was designed,
built, operated and maintained
for the Port Authority
by the AirRail Transit Consortium,
led by Bombardier
Transportation of Canada
and Skanska (U.S.A.), a unit
of the Swedish construction
and development company.
The architects and engineers
are STV Inc.
