FAA extends route
N. Shore helicopters
The Federal Aviation Administration
(FAA) will extend the
New York North Shore Helicopter
Route to August 6, 2022. The rule
requires pilots operating civil
helicopters under Visual Flight
Rules to use the route when fl ying
along the North Shore of Long
Island, N.Y. The rule was scheduled
to expire on August 6, 2020.
The extension allows current operations
to continue while the
agency further assesses proposed
route modifi cations and voluntary
operating agreements during
the extension. One example is the
Eastern Region Helicopter Council’s
agreement to fl y a set of noise
abatement procedures suggested
by the airport, surrounding communities
and elected offi cials to
reduce noise in communities on
Long Island. The procedures allow
helicopter operators to fl y
around Orient Point on the North
Shore and over the water along the
South Shore.
According to a NYCAR member,
the LGA Committee has stated
in the past this was a collaborative
effort that brought LGA Committee/
NYCAR, community activists,
elected offi cials and the helicopter
industry together to discuss,
defi ne, and ultimately resolve the
problem. “This is successful effort
by everyone concerned.”
Background:
When the Federal Aviation
Administration (FAA) developed
the New York North Shore Helicopter
Route in 2008, the agency
saw an opportunity to reduce
noise, and related community
concerns by moving helicopters
over Long Island Sound. In response
to concerns from local
residents and to maximize use
of the route, the FAA made the
route mandatory in 2012. The
rule requires civil helicopter pilots
to use the route when flying
under Visual Flight Rules along
the north shore of Long Island.
The FAA Reauthorization Act of
2018 required the FAA to hold a
public meeting and open a 60-
day comment period to hear from
residents affected by helicopter
f lights on the route. The FAA reviewed
more than 300 comments
received during the comment period
and at the workshops in Fall
2018.

AFGE supports Heros Act
Unges Congess to pass
The American Federation of
Government Employees (AFGE) is
the largest federal employee union
proudly representing 700,000 federal
and D.C. government workers
nationwide and overseas and is calling
for the passage of the Hero’s Act
in Congress. In the NY metro area
there are 3,000 members which are
found in the ranks of TSA and CBP
workers.
AFGE priorities included in the
legislation are:
1. Prevent USCIS Furloughs.
More than 13,000 U.S. Citizenship
and Immigration Services (USCIS)
employees are facing furloughs.
2. Premium Pay.The bill would
provide premium pay for employees
whose duties, work setting and
interaction with the public place
them in danger of contracting COVID
19, and make the pay retroactive
to January 27, 2020 when the
national emergency went into effect.
3. Presumption of Worksite Illness.
Employees who must interact
with the public, who have been
quarantined, or who have been diagnosed
with COVID-19 during the
performance of their duties will be
given a presumption that they contracted
the virus at work. 4. Telework
Requires agency leaders to allow
telework for all eligible federal
employees during the coronavirus
pandemic. Agencies would
be required to expand telework by
creating incentives to increase its
use and disincentives to reducing
it.
5. Universal Testing. The bill allocates
$75 billion for coronavirus
testing, contact tracing, and isolation
measures, which will ensure
that every American can access
free coronavirus treatment.
6. Additional Personal Protective
Equipment.The bill amplifi es
production and distribution of personal
protective equipment and
other supplies.
