Honor Slain Cops On Street Names Among the 53 notable individuals recognized in the legislation were Detectives Rafael Ramos and Wenjian Liu of the 84th Precinct, who were assassinated on Dec. 20, 2014 while on special patrol in Bedford- Stuyvesant. Ridgewood Avenue between Shepherd Avenue and Highland Place will be renamed for Ramos, while West 6th Street between Avenues S and T will bear Liu’s name. The officers—who were posthumously promoted to detectives—lived on these respective blocks. Mayor Bill de Blasio—who is expected to sign the bill in the coming days—along with City Council Speaker Melissa Mark- Viverito and City Council Members Rafael Espinal and Mark Treyger sponsored the renaming requests. Other proposed street name changes that fall within the Times Newsweekly coverage area include the block of 67th Drive between 78th and 79th streets in Middle Village, which will be renamed Steven Frosch Way. Frosch was killed last June while he was performing maintenance on a street sweeper at the DSNY depot in Maspeth. Deputy Inspector Henry Sautner, commanding officer of the 102nd Precinct, introduced council members and attendees to NYPD Community Affairs Bureau Chief Joanne Jaffe. Jaffe is not unfamiliar with the community. In her four years at the 75th Precinct, Jaffe was part of a Neighborhood Stabilization Unit (NSU) and would often conduct narcotics operations in Forest Park. In 2003, Jaffe was promoted to NYPD Housing Bureau Chief, a position she would hold for over a decade.
