Student To Naval Academy Want City Reports On Drainage Woes Ulrich Looks To Avoid More Floods by Anthony Giudice The Department of Environmental Protection (DEP) will soon have to issue annual reports on the condition of critical water drainage infrastructure within the city, should legislation introduced by City Council Member Eric Ulrich last Thursday, Jan. 22, become law. The submitted report would include descriptions of all outages that occurred in the prior year, detailing the length and severity of the outage, as well as the steps taken to resolve it. Ulrich introduced this bill in response to a storm last April that flooded large parts of Lindenwood and Howard Beach and caused thousands of dollars in damages. “Many residents paid a huge price last April when the city’s infrastructure failed to function properly,” Ulrich said. “This bill will monitor critical water drainage systems in flood prone areas like Lindenwood and Howard Beach, to help prevent against malfunctions and keep our communities safe in the event of severe weather.” After last April’s flood, an -SEE DRAINAGE ON PG. 23- Seek Suspects In Fatal Richmond Hill Shooting Victim Met Them Moments Earlier Law enforcement sources said the murder occurred at 3:01 p.m. last Tuesday afternoon, Jan. 20, in the vicinity of the Van Wyck Expressway at Atlantic Avenue. According to authorities, 28- year-old Derek Quattlebaum of Blake Avenue in City Line, Brooklyn was shot multiple times about the head, torso and limbs. Officers from the 102nd Precinct and EMS units responded to the location after receiving a 911 call about the shooting. Paramedics brought Quattlebaum to Jamaica Hospital Medical Center, where he was pronounced dead on arrival. During the shooting investigation, police recovered a security camera video from a nearby BP gas station which showed two men approaching Quattlebaum moments before the shooting. Reportedly, the men were spotted inside a 2003 blue Audi A6 with the Vermont license plate GHF-306. The investigation is ongoing. Anyone with information regarding the murder or the whereabouts of the persons of -SEE SHOT ON PG. 24- Glendale Locker-Picker Picked Up In Bushwick Used Hot Card At Local Discount Store by Robert Pozarycki Detectives cuffed a Bushwick man last Wednesday, Jan. 21, who allegedly broke into a Glendale gym locker and stole a credit card that he later tried to use for a purchase, it was announced. Jorge Pineda, 46, of Putnam Avenue was booked by the 104th Precinct Detective Squad on charges of fourth-degree grand larceny and criminal possession of stolen property. According to law enforcement sources, the theft occurred at 9 a.m. on Jan. 14 inside the Retro Fitness located at 65-45 Otto Rd. Reportedly, Pineda picked open a locker used by a 23-yearold customer and removed a credit card from a wallet. Hours after the larceny, police noted, Pineda allegedly used the stolen card to make a purchase at Discount Deal, located at 300 Wyckoff Ave. in Bushwick. The theft was later reported to the 104th Precinct. Following his arrest last Wednesday, Pineda appeared in Queens Criminal Court before Judge Ernest Hart, who released him without bail.
