The governor vetoed a two-state bill last Wednesday that would have required the authority to determine the effects of aircraft noise with a one-time noise and land use compatibility study at all fi ve Port Authority airports. The legislation, passed by the New York State Legislature, would have needed approval from both Cuomo and New Jersey Governor Chris Christie. Cuomo’s veto bypasses the need for New Jersey’s companion legislation and directs the Port Authority to meet with the community and conduct noise studies at LaGuardia and JFK Airports. “I recognize that aircraft noise has been a concern for residents of Queens County and Nassau County,” Cuomo wrote in his veto note. The push for noise control comes after the Federal Aviation Administration approved a new fl ight pattern last December that brought on a barrage of low-fl ying planes over parts of northeast Queens. “Residents living among the highest air traffi c in the country should have every opportunity to present their views to the appropriate authorities and a vehicle to gather information and hold people accountable,” said U.S. Senator Charles Schumer. City and state Housing representatives and local elected offi cials gathered with the community on November 15 for the grand opening of the affordable Hellenic-American Neighborhood Action Committee (HANAC) - Presbyterian Church of Astoria (PCA) Senior Residence, located at 31-34 33rd Street. The six-story, $24 million project was built on the site of the former Presbyterian Church of Astoria, which had reached out to the nonprofi t HANAC organization and Enterprise Community Partners after facing fi nancial diffi culties. “HANAC-PCA Senior Residence is a critical example of how underutilized, faith-based sites can be used to create new housing in a city where land is scarce and the need for affordable housing is great,” said John Kaiteri, HANAC executive director and CEO. Since last October, 90 tenants have moved into the affordable housing development, which targets low-income seniors. The building includes 56 one-bedroom units, nine Offi cials and seniors celebrated Astoria’s grand opening of the affordable HANACPCA studio apartments and a superintendent’s unit. The development also includes a community room with a full kitchen, vegetable garden, bocce ball court, social service offi ces, an on-site service coordinator and large balconies, where seniors can step out and lounge. The building was designed to meet all guidelines for people with disabilities. Since the facility worked with THE COURIER/ Photo by Angy Altamirano green design partners, it includes a high effi ciency heating system, water conserving fi xtures and landscaped gardens with native trees and plants that minimize water usage.
