
Changes for Cargo-in-
Cabin (C-I-C) China issues
ban on shipping solution
China has issued a retraction on
the use of cargo-in-cabin usage. Airlines
around the world began to use the
passenger seating area of flights for
carrying cargo as the number of travelers
plummeted durIng the pandemic.
To keep their fleet flying, to keep airport
slots, and to use aircraft resources,
taking out seats or piling boxes of
goods on passenger seats became
widespread. These C-I-C flights used
airports such as JFK in 2020 brining
in PPE. However regular cargo goods
began to be shipped this way in 2021
to bypass the slowing ocean transport,
and quickly bring goods to the U.S. as
the Chinese economy increased manufacturing.
The Civil Aviation Administration of
China (CAAC) said that from January
1, 2022, passenger cabins would only
be allowed to carry anti-epidemic-related
items. The CAAC said the reason
was “mainly for safe transport considerations
The new regulations also prohibit

cargo space. Airlines that have removed
or are readjusting cabin layouts
to fit more cargos are required
to restore aircraft to their original configuration
Because the cabin floor has
a low load-bearing capacity, it is generally
used for large and light goods,
including masks, protective clothing,
medical equipment and e-commerce
packages. The three major stateowned
Chinese carriers are said to
have already started the process of
returning aircraft to their original configuration.
To the contrary, both the European
Union Aviation Safety Agency (EASA)
and US Federal Aviation Administration
(FAA) have extended their exemptions
for cargo in cabins until July next
year, indicating that non-Chinese airlines
will continue to use them – but
not in China, other than covid-related
equipment. It is reported that the new
measures are currently only applied
to domestic airlines, with overseas airlines
yet to receive guidance on the
matter.
