JFK Resumption of Services plan
October highlights of the working group

The Port Authority is continually
working hard with
stakeholders to resume activities
with in the airport.
Throughout virtual General
Manager and Resumption of
Services virtual meetings the
status of the airport stakeholders,
management and discussion
of ongoing activities
are shared.
The overriding concern
and actions are to insure
safety and health of the workers
and travelers as the top
priority for everyone to build
confidence with the airport
population and travelling public.
In the recent October meeting
this process, the Port
is conducting compliance
with the necessity of wearing
masks, social distancing,
and other measures, the continuing
adherence to the NYS
DOH quarantine requirements,
the plan to achieve accreditation
from ACI, review
of surveys for compliance, and
other operational matters.
Acting Interim Deputy
Manager JFK Teresa Rizzuto
spoke about the modifications
to the NYS Travel Advisory
with the change over from
personnel from varrious agencies
to that primarily of the
National Guard. They interact
with arriving passengers
informing them of the need to
fill out a health form declaring
their travel itinerary and
if there has been any interactions
i9wth Covid positive individuals.
These forms are
mandatory and could result
in a $2000 fine if the traveler
refuses to cooperate. Note:
Not discussed was the most
recent Opt-out of the Quarantine
with the proof of a negative
Covid test result when arriving
at the airports instead
of the 14 day quarantine still
mandated.
To further demonstrate
intent and best practices the
Port Authority has approved
the pursuit of two programs
to achieve this goal: The ACI
Airport Health Accreditation
(AHA) and AAAE Global
Biorisk Advisory Council
(GBAC).STAR accreditation
programs. Currently the ACI
AHA is the main focus of the
JFK airport wide resumption
of services.

According to Arancio the
goal is, “To instill confidence
in our customers, employees
and key stakeholders that our
airports and facilities ar4 safe
by demonstrating through industry
recognized global certification
that we are prioritizing
health and safety in a measurable,
established manner.
To achieve accreditation,
Airports validate all their COVID
19 prevention measures,
including cleaning and
disinfection, physical distancing,
staff protection, physical
layout, and passenger
communications, against
industry best practices.
Most importantly Arancio
said, ‘Our goal is to work Aviation
industry to develop and
implement
consistent Covid prevention
measures with the goal of
achieving safe air travel uniformly
throughout the journey.
-Let the traveling public
know that we re working hard
to make air travel safe against
Covid 19.
These accreditations certify
that the airport and terminal
operators are meeting
certain health and safety
requirements. Terminal
JFKIAT has replied with all
the required documentation
and has been awarded a certificate
of compliance. Port
hopes to have a full ACI accreditation
sometime mid November.
IATA urges testing walks back from quarantines
IATA believes that governments
should focus on testing
to replace quarantine.
This tendency seems to
be having an impact on New
York State. The Department of
Health has recently provided
an opt out of 4 day quarantine
with an alternative negative
Covid testing.
CEO IATA, Alexandre de
Juniac said, “We need the intervention
of government, or
we will die,” he said bluntly.
The chief executive of the
International Air Transport
Association has argued governments
should move away
from quarantine and toward
pre-flight mass testing in the
battle to contain Covid-19.
Only then could international
travel resume, “We
need to work corroboratively,
there has to be strong cooperation
between the actors – the
airlines, hotels, tourist boards
and, of course, governments.
“Border closures mean
traffic has stopped – this is
particularly the case with
quarantine.
“Quarantine is a blocking
point to restarting international
traffic in the aviation
sector.
“We have to convince governments,
all of us in the
travel sector, that they should
remove quarantine.”
He added: “But we do understand
a state needs to secure
the safety of its people;
so we suggest the systematic
testing of all passengers at departure.
“Those that test positive
do not fly, and those that test
negative, they can fly. “Testing
will allow us to get levels
of transmission so low that the
pandemic can be controlled,”
de Juniac said.
Timing was also critical,
with IATA finding airlines
are currently expected to lose
around $85 billion this year.
Traffic is set to fall by 65 per
cent compared to last year.
In response, de Juniac
called for further support for
the aviation sector supporting
necessary funding for world
airlines.
