The JFK Airport 911 Memorial Monument was unveiled at the 4th Annual JFK 911 Memorial Service. The service was attended by the airport community and those who were at the site of
the Twin Tower to honor those who saved lives and those innocent workers who needlessly died during this unforgettable tragedy. Special thanks were given to the Port Authority, the
JFK Chamber of Commerce, donations by the Columbiua Association and friends of the fallen in order to bring this monument to life.

The Port Authority of New York and
New Jersey celebrated the 100th Anniversary
of the agency at the WTC grounds
with the PAPD Pipes and Drums Band,
and inspiring speeches of the history and
future of the Port.
Board of Commissioners Chairman
Kevin O’Toole shared a story about Walter
Hedden, the Port Consultant working
for the beloved Executive Director Justin
Tobin. In 1934 Hedden wrote a 40-page
manifest to the port staff about where the
young Port was going saying, “We need to
channel and harness a new force of technology
and make the port the gateway of

Things in the aviation Covid vaccine
world are changing rapidly. In just over
a week’s time, airport workers are now
in the 1b group eligible for the vaccine,
the number of vaccine locations has blossomed,
and the CDC has not implemented
mandatory Covid testing or negative test
results for all arriving in the USA from
overseas. The fight against Covid-19 has
intensified.
The initial minimum age for a vaccine
was originally 74 plus years of age but
within days it was reduced to 65 and over.
These are all part of the current 1b group
which totals over 4 million NY state residents
now eligible now for the vaccine.
A new network of vaccination sites
will help supplement vaccine administration
efforts in hospitals for Group 1a
and allow for New Yorkers eligible under
group 1b to begin receiving the vaccine
at hundreds of new locations spring up
throughout NY over the next few weeks.
According to Governor Cuomo, to
further accelerate the vaccination rate
of priority health care workers, and begin
the vaccination of newly eligible New
Yorkers, New York has established a network
of distribution sites that will supplement
the work being done in hospitals to
prevent any one hospital from becoming
overburdened. This network includes
the five state-run sites, which opened last
week, as well as 15 more, which were announced
last week. This new network
will also utilize doctors' offices, Federally
Qualified Health Centers, county
health departments, ambulatory centers
and pharmacies to get doses in the arms
of eligible New Yorkers.

“That’s what they said 78 years ago
and that is exactly what we are doing
here today. Today we are making this region
grow and grow. Look at enormity of
the Port: airways, runways, terminals,
bridges and buildings. It has succeeded
over the last 100 years because of the men
and women who have dedicated themselves
to this amazing organization. We
say thank you all for making it all happen
by the blood sweat and tears by all who
came before us. “
He proclaimed, “Port lived through
wars, 2 bombing and this pandemic. It
has been judged by how ithas endured
and reacted to that crisis. Port stands as
strong as ever in face of all these events.
We never anticipated the loss of revenue
due to the pandemic but we are better and
more resilient than ever because of our
men and women. It is astonishing.”
O’Toole said of the future of the Port.”
Don’t judge us on today but when they
open the time capsule in 2121. They will
wonder how this Port would have endured
for 200 years. I can’t imagine the technology
in 2121. We did not put a zip drive in
that little tube, since they wouldn’t know
what a zip drive is. “
He continued, “ We put mementos in
the capsule to remind future generations

LaGuardia Gateway Partners (LGP),
the private entity managing and redeveloping
LaGuardia Airport’s Terminal
B, announced the first aircraft taxi under
the new
Eastern pedestrian Skybridge. Passengers
on Southwest Flight 617 to
Tampa were treated to a full water salute
to celebrate the milestone after
they taxied under the bridge. Passengers
inside Terminal B awaiting their
flights were able to watch the first aircraft
taxi right underneath them as they
stood inside the pedestrian Skybridge.
The eastern Skybridge connects
the Arrivals & Departures Hall, which
opened in June 2020, directly to the
Eastern concourse gates – a truly innovative
design that allowed the original
airport facility to remain operational
throughout construction. The pedestrian
Skybridge is 430 feet long and
the highest part of the bridge is 97 feet
above the taxiway.
When the redevelopment of Terminal
B is fully complete, LaGuardia
will be the only airport in the world
with dual skybridges. The design of
the dual Skybridges will bring a much
needed extra two miles of taxiway
space to the busy airport. The second
skybridge, scheduled to be complete
by the end of 2021.

Era of digital travel passports begins

The worldwide pandemic has created

history for travelers. Back in the

be used. Today, with the digital revolution
firmly in place, a new type of
identification or electronic form of
identification is being called a digital
passport.
Many countries are already requiring
proof of a negative test for entry.
In the USA it is now mandated that all
persons traveling into the USA, other
than citizens and some other exemptions,

TSA recently sponsored a multiagency
K9 training at JFK Airport for federal,
state and local canine law enforcement
personnel and dogs. This training
reinforced ingrained scent responses
and introduced dogs to a variety of explosives,
typical of what can be potentially
found at transportation hubs placed by
extremists with airports at the top of the
list.
This was a quarterly exercise that
TSA holds as inter-agency training where
handlers and many of their dogs from the
PAPD, NYPD, Transit, FBI, USCG, Parks,
and FPS come together to run obstacle
courses sniffing for explosives, and share
info and intel on current potential trouble
and get to know each other.
The TSA K9’s are used in both passenger
and cargo areas. TSA handers
and dogs are primarily used in the passenger
terminals to sniff out any odor on
travelers that pass through security who
might be contain any explosive residue.
Southwest Airlines is the first to use the new taxiways under the unique pedestrian Skybridge in Port airports connecting the Head
house and gates of the New Terminal B at LaGuardia Airport.

that certain workers at JFK, EWR

A cargo pandemic is spreading from all areas around the
globe to airports.Cooley opened a discussion on the important
update on the state of overwhelmed cargo facilities at JFK
due to complex relationship of Chinese goods, ocean shipping
backlogs at Los Angeles and to a lesser degree here, worker
and trucker shortage and security requirements. It has been a
roller coaster of surge of consumer demand, erratic shipments

The JFK Airport Chamber of Commerce,
TFAC, and KAAMCO have come
together to seek a postponement of the
upcoming minimum wage increase in
September, the clarification and deferral
of the current health care cost for certain
employees, and reduction of part proposed
airline fees. In a rare combined
effort, these three major JFK Airport
organizations understand the powerful
economic impact these three increases
will have on their businesses.
The airline fees are regularly increased
twice a year while the minimum
wage increases are annual having begun
at $10.45 in 2018 and reaching $19
per hour in 2023. The Healthy Terminals
Act (HTA) is a new state law supported
by the Port and labor unions requiring
certain employers to pay for health insurance
on top of the minimum wage increase.
All these increases will eventually
find their way to the airlines, which
are the cash cow of the airports. They
bring the travelers to the terminals from
which all service companies at the airports
ply their living through one service
or another; many intertwined that cannot
exist without the other.
The airlines have been bleeding millions
daily since Covid in early 2020, and
are just beginning to see an increase in
air travel because of the vaccine and
safety steps taken by all stakeholders to
minimize the spread of Covid.
All these companies also are the employer
of close to 45, 000 worker at JFK
alone. Add another 25,000 or more with
Newark and LaGuardia. A significant
percentage of these workers fall into the
minimum wage category. Some belong
to unions and may belong to SEIU 32B
which was instrumental in bringing the
HTA to life.

One year later
The pandemic has been very isolating
for a lot of employees who have
been seeing such a significant impact
on a personal level.
What we have to consider are the
friends and families of the co-workers
that we lost, first of all, but also continue
to take care of each other and focus
on our safety and well being. As
our passengers will be coming back
and it will be more important than
ever that we serve them and better
than we have ever served them before.
Folks are going to be anxious
about traveling so we have to be sure
to maintain our health and safety procedures
and make sure to keep our
passengers safe and provide a great
level of service.
This vaccine is important, since it
is one of the ways in which we can see
our way clear out of this crisis . I encourage
all employees, our essential
front line workers , to consider taking
the vaccine as a way to protect themselves
and their families from the impact
of the more severe cases of Covid
19. This is really one of the ways we
are going to open up air travel, open
up commerce and business so we get
our economy back to normal.
We have been working with stakeholders
like never before. There are a
lot of discussions with our stakeholders
and I am looking for the continuing
collaboration and dialogue. We
are l ooking f orward t o n ew i nvestments,
new projects such as the new
LGA Terminal B , new Terminal C, a
new Terminal A at Newark Airport
and the JFK redevelopment. These
are all exciting opportunities and we
think our passengers will be exceptionally
excited by our future.

JFK Airport Redevelopment Soars! Rendering of the New $3.9 Billion T6 International Terminal to be constructed at JFK Airport.

The Port Authority and JMP consortium lease agreement
has been signed and another pillar of the JFK Airport
Redevelopment is in place with the $3.9 billion, 1.2 million
square foot new Terminal 6.
JFK Millennium Partners (JMP), a partnership with Jet-
Blue, Vantage Airport Group, American Triple I and RXR
Realty is the most ambitious terminal expansion in the entire
development to date with JetBlue’s T5 to be extended
and conjoining with the new T6 spanning three terminal
footprints at JFK.
Back in 2011 the former TWA Terminal 6 property was
razed and converted into JetBlue roperty with a hard stand
area and more recently the site of the NYC Hospitals Covid
Testing Center.
According to all involved in this agreement between
the Port and JMP, Covid hampered negotiations for over a
year as airlines, the Port and stakeholders struggled with

Fight for Fairness

The recent acts of violence, discrimination
and hate towards Asian Americans
and Pacific Islanders, coupled
with the continued brutality against
Blacks and incidents of mass shootings,
have rocked the nation. The questions
of why these actions continue are
raised every day and we wonder why
we can’t seem to find ways to stop this
violent behavior in a civilized society.
These crimes violate the diversity
and inclusion progress we have slowly
made over the decades, and now find
ourselves many steps behind our advances.
But the good news is that we
as local stakeholders are responding to
these injustices with local community
meetings and support of local organizations,
elected officials and the Port Authority
of NY&NJ.
Responses to stop
the hate
On a local level, the Port Authority
and the Queens District Attorney’s Office
(QDA) has responded quickly. The
Port has held meetings in which these
hate crimes are discussed, and initiatives
put in place for a zero tolerance
policy against the AAPI and Black discriminations.
The QDA held a community forum
to share the actions they have instituted
and listed numerous resources to assist
any people who have been victimized.
The forum allowed elected officials and
community leaders to share thoughts on
the matter along with a list of contacts,
phones and emails that will help mitigate
and report any crimes to the task force.
In addition, New York State has
mandated a list of reforms from statewide
law enforcement on how to better
the local command in terms of community
patrolling and response.
The Port Authority has taken a
strong position on hate crimes of any
type.
At the recent Port Authority Board
of Commissioners meeting Executive
Director Rick Cotton verbalized
Port’s strong stand. These comments
were further amplified by Chairman
O’Toole and Chief of the D&I Office, Michael

concerns over the future of travel. However, to date, the
estimates were overly grim and travel on JetBlue, Delta,
United, American and many other domestic carriers has
grown quickly and traffic volume pre-pandemic is seen
with more flights more travelers, more parking and more
cargo. That and the 10-year JetBlue lease extension enabled
negotiations to get back to the table and the agreement
was penned over a week ago. Ground-breaking is
anticipated in 2022; with the first New Gates going live in
2025.
The full $3.9 billion expense of building the terminal will
be privately financed by the JFK Millennium Partners consortium.
It will be built on the sites of the former Terminal
6, which was demolished in 2011, and the aging Terminal
7, which will be torn down after British Airways relocates to
Terminal 8.
