CBP Commissioner
Chris Magnus replacing Troy
Miler, now Deputy Commissioner
and JFK new Chief of Cargo Division

Ingrassia noted that in this
fiscal year, Q1*, CBP proessed2
million arriving passengers, up
from 2021 significantly, but 2021
was only 53% of March 2020.
The cargo side produced
strong performance with duties
and fees up 54% from 2021with
the Q1 value at $32 billion of
goods mainly coming from
China, UK, and Hong Kong.
CBP helped coordinate
state and local home test kits
for facilitation of 60 shipments
for NYS and NYC. He said that
CBP is in the process of an additional
500 million test kits authorized
by the White House,
“we will see some of the shipments
and CBP will expedite
when we can.”
Officer Currid reminded
all brokers that the fiscal year
2022 Annual User Fee assessed
will be $153.19 for each
permit held by an individual,
partnership, association or
corporate broker and is due by
January 31, 2022. Failure to do
will result in a written notification
that will constitute revocation
of the permit.

headquarters modernizing fees
collection to transition in an automated
fashion.
She also wished the several
CBP retirees well and their
respective positions would be
filled.
Chief Joe Rollo brought three
issues to the attention of the
meeting. (1)
Concerns over incorrect Section
321 Type 86 entries. A lot of
86 entries are in violation of Section
321, so is office will be reviewing
stats and calling license
holders to sit down and discuss
what checks and balances are
needed so entries are not in violation.

(2) The agency is still taking
hard copy outbound manifests.
This process will be going paperless
at JFK, so the agency is
figuring out what business practices
need to have in place for
this transition.
(3) Warehouse storage fees.
Rollo is seeking to get clarification
on how storage fees are
charged to brokers and forwarders
after 24 hours. He said he
understands that the industry
needs to charge storage fees
but personally feels that there
should not be fees on CBP held
shipments. There are times
when CBP goes to inspect held
shipments and the products
might not be available for inspection.
There should not be
any fee accrual when the government
is as fault by not being
able to do an inspection.
He suggested more review into
these fine details.
