to eventually be electric over a
period of years through a combination
of new equipment, incentive
and the ability to charge
these vehicles throughout the
airport. These initiatives are expected
to create nearly $600 million
in economic activity over the
lives of the various projects.
One caveat however is the
state of technology. The Port understands
that these changes
are contingent on the technology
and the equipment available
from manufacturers to the
greatest extent possible. At the
moment there is not a full array
of equipment that meets thee
criteria but there is a big impetus

by all manufacturers to meet
and produce what they see as a
growing demand.
Utter said that the Port is committed
to the the “Clean Dozen
2.0” initiatives and onboard with
the federal changes for a New
Zero saying that that partnership
with all stakeholders is very important.
To this point, the Port
has had meeting with all the major
entities at JFK discussing the
scope of the vision and discussing
what is feasible to meet the
President’s goals.
The proposed action submitted
by Utter to the Board, which
was approved unanimously, revises
and expands Port Authority
targets to align with Biden-Harris
climate goals: • Re-affirm interim
target of 35% by 2025 for emissions
under direct control • Establish
new interim target of 50%
by 2030 for emissions under direct
control • Raise 2050 target
to net-zero for all emissions (from
80% by 2050) and adopt 12 new
initiatives as tangible, near-term
steps towards goals
The new 2.0 and vote of the
Port Authority Board of Commissioners,
follows the public announcement
made on October
28 by the Port to formally adopt a
goal of achieving net zero greenhouse
gas emissions by 2050
through a new set of initiatives
and as part of the Port Authority
of New York and New Jersey’s
ongoing sustainability efforts,
and to formally adopt the
Biden administration’s newly announced
target of reducing direct
emissions by 50 percent by
2030.
The “Clean” initiatives accelerate
progress in reducing
emissions. This new package
of proposed actions, described
more fully below, embraces a
full gamut of responses to the
climate crisis. These actions will
reduce the agency’s direct emissions
through facility-wide sustainability
initiatives in the areas
of electrification, renewable energy,
and sustainable buildings/
energy efficiency. These actions
also will reduce indirect emissions
through partnering with
stakeholders, including airlines,
terminal operators, concessionaires,
ground transportation
companies, construction companies,
and electricity suppliers,
among others, as well as companies
and government agencies
involved in making their electric
grids less energy intensive.
“The Port Authority’s netzero
emissions plan is yet another
affirmation of our region’s
commitment to battling climate
change,” said New Jersey Governor
Phil Murphy. “I applaud
Chairman O’Toole, Executive Director
Cotton, and the Port Authority’s
leadership team on this
visionary effort that lives up to
the goals set by the Biden Administration
and the aggressive
climate action efforts we have
