Workers see steady yearly gain in hourly pay increases
Governor Cuomo announced
the $15 minimum
wage phase-in would take effect
December 31, 2019 after
a statutorily required report
from the Division of the Budget.
The Division found the
decline in New York’s unemployment
rate to record lows
indicates that recent minimum
wage increases have
been absorbed with negligible,
if any, impacts on labor
demand in every region.
Based on the report’s finding,
the current outlook for
continued growth in employment
and wages at a moderate
pace allows the State
labor market to absorb the
minimum wage increases
scheduled for 2020. The minimum
wage rose to $15 per
hour for companies employing
11 or more in New York
City on December 31, 2018,
and will rise to $15 per hour
for companies employing 10
or fewer this year. In Long Island
and Westchester, it will
rise to $13 per hour, and to
$11.80 in the rest of the state
as it continues to grow.

There has been a steady
progression to the $15 minimum
regionally implemented
with additional increases for
airport workers through
New York’s minimum
wage went to $15 on January
1, 2019. The minimum wage
of all airport workers increased
in parallel to $15.60
on September 1, 2019 to $16.20
in 2020, to $17 in 2021, to $18
in 2022 and to $19 in 2023.Under
the new policy enacted in
Sept. 2018, workers at Newark
saw their wages increase
from the current $10.45 to
$12.45 as of November 1, 2018
and to $15.60 by September
1, 2019 – at which point they
would be equal to the wages
of workers at JFK and La-
Guardia. Workers at the two
New York airports earned a
minimum wage of $13 in line
with New York State’s minimum
wage law, sponsored by
Governor Cuomo in 2016. The
wages at JFK and LaGuardia
airports rose to $13.60 on November
1, 2018. New York’s
minimum wage went to $15
on January 1, 2019.

and marked a major accomplishment
in the Governor’s
efforts to restore
economic justice and fairness
to working families in
New York State. The phase-in
schedule on a regional basis
is as follows:
For workers in New York
City employed by large businesses
(those with at least
11 employees), the minimum
wage rose to $11 at the end
of 2016, then another $2 each
year after, reaching $15 on
12/31/2018.
For workers in New York
City employed by small businesses
(those with 10 employees
or fewer), the minimum
wage rose to $10.50 at the end
of 2016, then another $1.50
each year after, reaching
$13.50 on 12/31/2018, rising to
$15 on 12/31/2019.
For workers in Nassau,
Suffolk and Westchester
Counties, the minimum wage
increased to $10 at the end of
2016, then $1 each year after,
reaching $12 on 12/31/2018,
rising to $15 on 12/31/2021.

Partners (FSP) ,
The Port Authority
signed 10-year management
agreement with FSP,
a joint venture between
Groupe Aeroports de Paris
(Group ADP) -- operator of
Paris’ airports, including
Charles de Gaulle -- and Av-
PORTS Management which
AvPORTS also currently
operates Albany, Republic
and Westchester airports
in New York. AvPORTS and
eterboro Airport in New
Jersey, a Port Authority facility.
The scope of the new
partnership will include operations,
maintenance, concession
management and a
modern air service incentives
program to attract new
international and domestic
carriers and service to new
international and domestic
markets. Specificallym the
Port plan includes:
Modernizing the air carrier
incentive program to
attract and retain new carriers
and expand service to
new markets;
Leveraging partnerships
with regional and state agencies,
and working with tourism
and trade organizations
to promote the airport as a
driver of economic activity;
Hiring an experienced
marketing firm to increase
the airport’s visibility in
both the international marketplace
and in the Hudson
Valley region, and to
strengthen the airport’s
brand;
Developing a joint marketing
strategy with key
businesses and attractions
in the Hudson Valley on to
promote SWF;
Entering into an agreement
with a new best-inclass
airport operator --
Future Stewart Partners
– including an expanded
scope for the building of a
modern concession program
and collaboration with the
Port Authority on attracting
new air service to Stewart.

achievements and plan for
continued growth at New
York Stewart,” said Port
Authority Chairman Kevin

international capability,
market positioning, and
proven viability as a lowcost
alternative for the New
York and New Jersey metropolitan
region.”

Port Authority will implement
a new, intense marketing
plan both in the U.S.
and internationally, and
develop a new financial incentive

airlines to serve the
airport.”
