New York City Council Hearing INTRO 1574
On October 31, 2019, The New York City Council rushed through a flawed Commercial Waste Rezoning
Bill, with very little input from our community. The bill will divide the five boroughs into 20 zones
allowing “up to three” carters in each zone. One carter can bid up to 15 zones. The push by Councilman
Reynoso was to do exclusive zones, meaning one carter per zone (modern day monopoly) with that
same carter being allowed to run 15 of the 20 zones.
While we understand and appreciate the need to update the commercial waste industry, without clear
cut language on the minimum number of carters, the results will be:
Monopoly system is inevitable
Small businesses will pay the ultimate price.
Fewer options for small businesses
Increased cost for garbage collection, passed along to consumers
Unreliable services
