Kaamco Summer meeting
Weather, FOD, Port IDs concerns

President Ana Lemos opened the
August meeting with a surprise remark
about the higher attendance
that expected given the August
vacations. Lot of laughs by the attending
members who, too, thought
about their last summer fl ing over
the upcoming labor Day weekend.
Lemos said that the Port Authority
was preparing an extensive
summer review of airport matters
at the upcoming September 11 meeting
which will take place following
the 9-11 Service at the ballfi eld by
Building 141.
She stated that there were no major
issues with the runway construction,
long lasting weather related delays
or other airline hindering issues
so far this summer but said “ the season
is not yet over” referring to the
high number of summer travelers
and potential hurricanes. Lemos said
there were some weather events “but
not impossible to handle.”
Regarding weather, Jerry Biscardi
of Allied Aviation added that
while some fl ight loading activities
may be ongoing during bad weather,
lightning was a factor in fueling. He
said that fueling cannot continue if
lightning is recorded within three
miles of the airport. So, he cautioned
that departure delays could be related
to a temporary halt in fueling
although it might appear that other
departure activities were normal by
the casual observer.
Security Chair Jim Bliku reported
that the ID offi ce at Building
141 will be making some changes
and closed during a few days in August
as they prepare for paper-less
and remote application system. In
related SIDA news, the question was
raised suggested a longer life term
for badges. Kaamco drafted a letter
to Port requesting consideration
for a longer validity for more than a
year as other airports do.
Bliku reported that the SIDA offi
ce was going digital and the offi ce
would be closed for a couple of days
during late August. Kaamco would
like the JFK Security would to consider

a two-year SIDA badge validity.
It was reported that the Ground
Ops is holding weekly briefi ngs on
the progress of the runway. These
updates are the result of the many
conversations held between Port
and the airlines before the construction
began to insure continuing
communications.
Phil Jensen reported on the
USPS at JFK saying that all appears
to be in good shape. The recent conversations
with the Post Offi ce with
ground handlers and some airline
terminals yielded a better logistical
approach for mail handling that
will aid in mitigating issues as the
holiday shipping heats up. He also
mentioned that the FOD clean up
begun in May has been very successful
in removing mail handling
and other equipment from the ramp
areas. He cautioned that August 15
was the last day for any owner to
claim their equipment .According
to Port’s Guillio Minguillo there
are many pieces of cargo equipment
around buildings 66, 83 ,84 and 23
that needed to be claimed. Port is
reaching out to all owners of equipment
to claim theirs or they may be
towed to a lot for possible scrap use
or storage a fees tor reclamation.
Terminal One announced that
is has come to terms with its mail
handler which will carry the mail
from T1 to a cargo handling facility
where the mail then be transferred
to the USPS and handles there by the
Post Offi ce staff. Individual air lines
will have to contact ground handlers
individually to handle their
own needs. If this process works
as anticipated the number of cargo
equipment left around the mail areas
should be dramatically reduced.
Bill Huisman from the ADC
mentioned the redevelopment programs
are looking for a minimum
of 30% MWBE participation. Dolores
Hofman of the related ASDO
mentioned that the offi ce will be
holding hours at the JFK Redevelopment
offi ce in Jamaica one day a
