Presentations and frustrations at the meeting
The first quarterly meeting
of the JFK Airport
Committee was held on
March1st. On the agenda
were presentations; one
from the FAA and the
Neighborhood Study, and
the other from the FAA on
Drones.
Aside from the presentation,
more comments were
made by members on the
perception of lack of timely
response to the needs of the
community and the lack of “listening
to the voices” of noise complaints. One
member said “how many more studies
are we going to tolerate, what ever happen
to the previous studies?

Scata reported that as part of the
FAA’s ongoing efforts to address aircraft
noise, the FAA conducted the
Neighborhood Environmental Survey
to determine if there has been a
change in the way people perceive aircraft
noise and to help inform ongoing
research and policy priorities, The result
of the sturdy determined that The
findings from the Neighborhood Environmental
Survey show that a higher
percentage of people are reporting annoyance
from aircraft noise exposure.
Scala said he report states the FAA
is serious about its interactions with
the communities that are complaining
of noise and they have and will continue
to engage with the communities
affected.
While the members of the JFKAC
were polite, there was skepticism of
the government studies voice by a
member. One member was aghast at
that it should take years and money
to establish that noise is merely an
annoyance. One member said it was
a waste of time to discuss annoyance
since noise is a health hazard based
on numerous studies with a negative
Impact on children and the cardiovascular
system. She asked, “ Are we still
talking annoyance? It is a health hazard.
We know what has to be done and
there is simply a lack of will to do it.”
When the FAA representatives
were asked when this noise study
would be finalized and implemented
in one form or another, Scata politely
described the process that it takes
which could turn into years. At that
comment, another member threw her
hands up saying, I won’t be alive by the
time that happens.”
This back and forth by professional
FAA representatives and the
NYCAR members is common and becoming
more contentious as time goes
on. Members have more openly complained
at the lack of action by the
FAA on these noise issues, and also
complain over the legislation that is
created in the NYS legislature without
their direct input. As a consequence,
letters are written to respective agencies
involved and the back and forth
continues as members look for definitive
action in problem solving.
Drone Presentation
The second presentation of the
meeting involved on drones and new
FAA rules, and was more informative
by
Michael O’Shea – FAA Program
Manager–UAS Safety and Integration
who described the new set of drone
rules coming up relating to safety and
changing and new restrictions on recreational
and 107 certification drone
flying.
Chair Barbara Brown asked O’Shea
how this applies to Amazon and others
who wish to begin delivering packages
by drones in an already tight air
space. He said that there are controlled
air spaces around many congested airports
and that the companies must
comply with the strict regulations on
height. He also said that we are in the
begging and development stags where
the drone manufacturers are continuing
go develop aircraft that makes air
mishaps less frequent and safer for
the public. Part of the presentation
discussed the current requirement of
identification with built in firmware
enabling the use of a cell phone for the
purpose of knowing who and where
they are flying these drones. For more
