Port Aviation Director
tours JFK cargo area
Discusses cargo needs and redevelopment
BY JEFF YAPALATER
Following the recent blizzard,
Port Authority Aviation Director
Huntley Lawrence and Aviation
Commercial Development Mgr.
Teddy Minch toured the JFK Airport
hosted by Worldwide Aviation
Services. On hand to meet
and discuss cargo needs and the
redevelopment were WFS EVP
Mike Simpson, SVP Frank Clemente,
VPs Rinzing Wangyal and
Phil Jensen.
It was an opportunity to see
and talk about the planned cargo
redevelopment with the Aviation
Director who is responsible
for the workings of all PANYNJ
airports. Much has been in the
news about the issues with the
supply chain, warehouses overwhelmed
by surges of import
cargo, cargo area growth and the
goal of a world-class airport that
includes passenger and cargo
operations.
Having overseen former Governor
Cuomo’s Vision Plan that
was started in 2017 then paused
because of covid, Director Lawrence
is now full steam ahead
in the JFK development and approaching
the finish line in Newark
and LGA redevelopments.
There is now more of a focus
on the cargo area, especially at
JFK. An RFQ was released in the
Fall of 2020, with responses reviewed
by the Port Authority. An
RFP for development of the North
Cargo area is anticipated to be
released this year. Port is looking
for a vision for this area which
has a multitude of cargo integrators,
and ground handlers with
and without cargo warehouses.
Recent taxiway improvements
have made these areas capable
of the largest of aircraft.
The newest cargo building
is currently under development
by Aeroterm with the prime anchor
tenant WFS with demolition
of the former site underway with
shovels in the ground this summer
and completion in mid 2024.
This will be the beginning of the
most modern physical building
development and feature many
new tech and AI innovations including
the WFS new dock management
system that is in it's pilot
stage. Other innovations will
include smart warehouse operations,
and cargo availability,
integration with leading edge
technologies, carrier and CBP
software for the new Building
Project 260.
Other advances such as ePic,
TSA eScreening, airline and forwarder
portals
help to provide digital block
chain solutions. The new facility
will be a GDP Certified pharma
with automated inventory and a
high value safe for valuable shipments.
ESG, electric vehicles
and solar energy systems will roll
out as the technology warrants.
The Continuous Improvement
Team (CIT) is an ongoing project
that incorporates all of thee
operational objectives and training
now and into the future of all
WFS facilities.
An airport ground tour included
the North Cargo area
identifying the various cargo entity
facilities, viewing ongoing
cargo operations and sharing future
improvement ideas as part
of the overall Port redevelopment
plan to handle increased capacity
at JFK. Sites of demolition and
reconstruction of older buildings
were seen that would accommodate
airlines aircraft while
passenger redevelopment construction
begins. Of concern and
interest to the cargo community
is the state of roadways and construction
congestion that may impact
forwarders, importers, CBP,
TSA, and warehouse trucking
operations. WFS plans to collaborate
with the stakeholders redevelopment
groups to fully review
total cargo handling standards,
benefits and shortcomings within
the airport rehabilitation and
modernization to achieve world
class status throughout JFK Airport.
JFK Redevelopment
(JFKR) Updates
JFK Redevelopment stakeholders groups
are back. There are two main groups: landside
and airside. Created to be advisory in nature,
members of these 2 working groups will have
input into the ongoing plans for airport redevelopment
and work collaboratively the JFK Port
Office. The stated purpose of the JFK Redevelopment
Stakeholder Engagement Framework
is: The working groups are being re-established
as the mechanism to provide the airport with
updated information regarding the construction
phasing of the program, brainstorming mitigations
to anticipated impacts, and address open
questions regarding this program”
According to Deputy GM Teresa Rizzuto, the
groups will meet monthly and the frequency will
increase as the redevelopment increases.
The members of the 2 groups will be representative
of the diversity of businesses at the
airport. Rizzuto has stated that the groups are
open and that any individuals wishing to participate
to contact he particular group heads.
Jim Steven of the Steering committee cautions
participants that the plans of today are fluid
and they may likely change regularly subject to
a variety of reasons, so staying part of the process
will insure that all voices are heard.
Following is the structure of the groups.
