The Cross Harbor Freight Program (CHFP) would provide near-term and long-term improvements to the regional freight network by reducing truck traffic congestion, improving air quality, and providing economic benefits. The FEIS includes responses to comments on the Tier I Draft Environmental Impact Statement (DEIS) and identifies Preferred Alternatives recommended for advancement. The FEIS was prepared in compliance with applicable federal environmental laws, rules, and regulations, including Section 106 of the National Historic Preservation Act (NHPA) of 1966, Section 4(f) of the U.S. Department of Transportation Act (1966), and Executive Order 12898, “Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations,” among others, and identifies permits or approvals that may be required for the implementation of the Build Alternatives identified therein. AVAILABILITY The FEIS is now available on the project’s website at www.crossharborstudy.com. This Tier I FEIS is available for public review until October 26, 2015, after which time a Record of Decision (ROD) will be issued.
