The late Assemblywoman Barbara Clark was praised through her 30 years of public service for being a strong advocate for improving public education. With that in mind, city lawmakers want to honor the memory of Clark — who died earlier this year — with a statefunded scholarship program. Councilman I. Daneek Miller joined Councilman Mark Treyger and Assemblyman Luis Sepulveda at City Hall on May 12 to publicly call on the state legislature to adopt two bills that would establish the Barbara Clark Leaders of Tomorrow Program. The scholarship program was discontinued in 2010 over a reported lack of income from the New York State Lottery. Before it was cut, the program provided more than 10,000 students statewide with scholarships to attend college. Her Assembly colleagues later proposed renaming the program in her memory. Miller introduced a City Council resolution formally calling on the Assembly and state Senate to pass the bills and re-establish the scholarship program. “Naming the Leaders of Tomorrow Scholarship after Assemblywoman Barbara Clark is a great way to for us to remember her legacy,” Miller said. “Using money from the State Lottery to ensure eager minds had access to college is the type of policies she always encouraged. Her wisdom, charm and wit are missed but certainly not forgotten. I would like to thank Assemblyman Luis Sepulveda and Senator Carl Marcellino for introducing this legislation in Albany, Councilman Mark Treyger and my colleagues in the City Council for helping our youth afford college.” If signed into law, the program will resume making awards totaling $5,000 each to one eligible senior graduating from each participating public and private high school in New York State based on each awardee having demonstrated strong academic ability, participated in extracurricular activities, and displayed by their actions a commitment to community service. The $5,000 awards will be made in payments of $1,250 per academic year to recipients in good academic standing who have carried a minimum requisite course load, and maintained at least a B-average (3.0 or higher on a 4.0 grading scale) in the minimum number of semester hours required per year. Scholarships would be open only to U.S. citizens or eligible non-citizens who are legal residents of New York State and who graduated from a high school in the state in June of the academic year for which the scholarship is awarded.
