CROSS HARBOR HEARINGS SET Port Authority Seeks Input On Freight Program The DEIS outlines the environmental impact of propsed measures of the Cross Harbor Freight Program (CHFP). The CHFP aims to improve the movement of freight across New York Harbor between eastof Hudson and west-of-Hudson regions through several alternatives, according to the PANYNJ. Currently, there are very few options of transportation to move freight across New York Harbor and the lower Hudson River. This leads to freight traffic sharing already congested roads with commuters and mass transit, PANYNJ stated. The CHFP will provide nearterm and long-term improvements to the regional freight network, reduce truck traffic congestion, improve air quality, and provide economic benefits. In order to make these improvements, the PANYNJ has identified several goals for the CHFP which are: reducing the contribution of cross-harbor truck trips to congestion along major freight corridors; giving crossharbor shippers, receivers and carriers new alternatives such as railcar and float ferries to existing interstate trucking services; expanding facilities for goods movement to improve system resiliency, safety and security; and supporting development of integrated freight transportation/land use strategies. The DEIS will mainly focus on surveying the mode and alignment, freight facilities and other necessary landside improvements as well as the potential region-wide effects of the CHFP. The record of decision, which is anticipated to be made during the summer of 2015, will outline which alternatives, or combination of alternatives, need further study. The alternatives chosen will then be analyzed in another environmental review process. To prepare the DEIS, “we’ve modeled market demand and logistics, broadly considered potential environmental effects, and performed a ‘fatal flaw analysis’ to eliminate alternatives that can’t possibly work.
