Councilmember Barry Grodenchik presents forum on how Communities can get real power and real money through Participatory Budgeting By Felice Hanah, North Shore Towers Board Member, Political Action Chairperson, Member Comunity Board #13 The North Shore Towers Political Action Committee hosted a Round Table/Participatory Budget Meeting Wednesday, September 26, 2016, in the Towers on the Green. The meeting was attended by a host of interested and politically involved residents. What is Participatory Budgeting? Each year, City Councilmembers are allocated a budget. Some of the Councilmembers allocate funds from their district budget to the Community. Councilmember Barry Grodenchik has allocated one and a half million dollars. The Community decides how to spend these funds on community capital improvement such as parks, libraries, schools and other related projects. How are Projects Identified for Capital Improvement? Projects are identified through Neighborhood Assembly Meetings. Neighborhood Assemblies meet to brainstorm ideas about capital projects. North Shore Towers PAC (Political Action Committee) hosted a Neighborhood Assembly of NST residents Wednesday, September 26th. Residents learned how to become involved in the decision-making process by volunteering as a Budget Delegate. What is the Role of a Budget Delegate? Budget Delegates meet each month, September–March, at selected venues in Council District #23. Delegates turn the ideas submitted at Neighborhood Assemblies into reality and FINAL proposals. How Are Projects Selected for Final Proposals? Projects and ideas selected for final proposals must: • Be physical improvements or equipment (not new staff or programs) • Benefit the public • Cost at least $35,000 • Last at least 5 years Final proposals will be voted for between March 26–April 3, 2017. NST PAC member Susan Bartelstone’s recommendation for additional security cameras in Cunningham Park was voted for and approved as a capital improvement. Thanks to Susan, Cunningham Park is safer for park goers attending evening activities and events.
