NYCAR submits plan to JFK Council
Calls for community health benefi ts

On Monday, July 8, 2019, at a meeting
of the JFK Redevelopment Community
Advisory Council, Barbara
Brown, Chairperson of the JFK Airport
Committee of NYCAR, during
the member comment period, rolled
out the JFK Airport Committee’s Proposed
Projects for a JFK Redevelopment
Community Benefi ts Program.
The Proposed Projects squarely call
for community benefi ts for those who
live in close proximity to JFK Airport
and under the fl ight paths suffering
from the deafening noise and airport
related air pollution associated
with living near the airport. As the
capacity of the airport increases, the
harms and risks of those near the airport
and over whom the jets roar also
increase. The health, welfare, and
quality of life of stakeholders on the
ground are defi nitely impacted.
The Proposed Projects, fi tting under
four (4) broad categories are:
NOISE MITIGATION-Noise Remediation
must be provided for affected
communities in the form of:
Soundproofi ng Mitigation: Include
stakeholders living within 55-64 DNL
in any soundproofi ng mitigation offered

to 65+ DNL stakeholders under
the Part 150 Study.
Night Time Flight Restrictions:
Provide night time restrictions on
fl ights over residential communities.
RESEARCH-Pollution and
Health
Pollution Studies-Noise and Air:
Complete comprehensive independent
research studies on the actual levels
of noise and air pollution in communities
that lie within fi ve to ten miles
from JFK Airport. Recommend mitigations
to address the fi ndings.
Health Effects of Airport Noise and
Air Pollution in South Queens: Complete
an independent, comprehensive,
research study on health, noise
and air pollution in South Queens to
determine the degree to which incidence
of health conditions such as
heart, respiratory/lung, and/or cardiovascular
disease, anxiety, depression
and/or diabetes are correlated
with airport-related noise and air pollution.
Recommend mitigations to address
fi ndings.
EDUCATION
The Airport and Its Impact on
Our Schools: Study of the schools
and school populations within the
55 DNL noise contours and above to
determine what impacts proximity
to JFK International airport with
its attendant noise and air pollution
may have on academic performance,
including test scores and grades,
learning disabilities such as ADHD,
ADD, asthma rates, hearing problems
and other health issues such
as increased anxiety levels. Design/
fund programs to address the findings,
i.e., Fund clinics in the schools
to treat children with learning disabilities,
asthma, anxiety and other
conditions caused and/or exacerbated
by excessive noise and/or air
pollution
ECONOMIC/Workforce
Plan
Business Development And Career
Path/ Training to close or eliminate
barriers to required certifi cations for
skilled professionals
First Source Hiring And Contracting
for zip codes with fi ve (5) mile radius
of JFK
Union Vs. Non-Union Construction
Contracts to balance the demands of
both unionized labor and the nonunion
labor forces
AFL/CIO Union Job Fair in
Southeast Queens to build quality
unionized jobs and attract MWBE
talent to join the union via apprenticeships
and internships.
Business Building Enhancements
for Local Businesses to offset
the possible displacement of local
businesses by the explosion of
the off airport business community
trying to meet the needs of the increased
passenger/operations at the
airport.
The Proposed Projects grew out
of a year-long process, spearheaded
by the JFK AC Masterplan Committee,
in which both members of the
JFKAC and other entities such as
representatives from local civic associations
and local businesses came
together in a JFKAC JFK Redevelopment
Project Community Benefits
Coalition to look at the harms and
risks associated with a FK Redevelopment
Project and to identify community
benefits to which the stakeholders
on the ground are entitled.
Nexus and benefits to the greatest
number were the watch words.

Kaamco asks airlines to step-up

a job at the Port Authority; It was
reported that TSA is still running
comprehensive inspections. Also
many employees are not stopping
to check IDs. Employees are reminded
to always challenge people
walking in secured areas for identifi
cation if not clearly visible. It
was noted that any people are not
wearing vests ramp side and they
are out of compliance; From CBP
there still seems to be a long delay
on obtaining hologram seals. It was
reported that it takes up to 5 weeks
according to some applicants. This
appears to be part of the southern
detachment from JFK impacting
the issuance of seals; The PAPD
announced that there have been a
rash of luggage thefts from T5, and
lot of recurring hustlers at T1. T1 is
challenging with hustlers returning
soon after being dispersed as
in other terminals. They said they
are working with the DA in Queens
to apply harsher fi nes to discourage
hustler activity; Air France
Julie Emond of Ground Ops announced
that inspections will be
held on the 3rd Friday Ops meeting
following up on runway and FOD
related calls.T1 and other terminals
are conducting their own regular
FOD inspections; The Interline
committee attendance is also
low. There were 69K bags handled
in June. Only a few of the 70 plus
carriers at the airport show up at
the meetings; Marcy Beam said
that the LaGuardia Plaza Hotel is
on the way to being a Hilton family
member with Hilton points. The
hotel will be an affi liate beginning
in October, then after the property
improvement will be a full fl edge
DoubleTree by Hilton at LaGuardia
Airport.; John Losquadro and
Diane Vega from the AA Credit
Union invited all to the Nathan’s
National Hot Dog Day at the Credit
Union in Terminal 8 on July 19th;
ASDO Dolores Hofman thanked all
the participants at the 200 vendors
and suppliers at the ASDO vendor
day; Lemos announced the annual
August 8 Fishing Trip and annual
Kaamco Dinner November 15th
to be held at the Sands Atlantic
Beach. The next Kaamco meeting
will be on August 14 and followed
by the JFK Airport Stakeholders
General Meeting.
The meeting ended with a slide
show of the May Kaamco Annual
trip to San Juan with a photo presentation

which attended the organizational
event.
