you, your employees, and

The COVID-19 pandemic
has resulted in an unprecedented
reduction in air
traffic and passengers traveling
through our airports
and airports across the nation.
The financial impact
has been devastating for our
industry and we recognize
the impact this has had on
your business. In response
to these challenges, the Port
Authority is taking the following
actions for its Signatory
Airlines: 1. Signatory
Airlines operating at JFK
and LGA will be permitted
to defer the remittance of
Flight Fees due to the Port
Authority for flight activity
during the period of March
1, 2020 to April 30, 2020. Signatory
Airlines operating at
EWR will be permitted to defer
the remittance of Flight
Fees, Fuel Gallonage Fees,
and Monorail/AirTrain
Fees due to the Port Authority
for flight activity and fuel
gallonage volume during
the period of March 1, 2020
to April 30, 2020. 2. Signatory
Airlines operating at
EWR Terminal B FIS will
be permitted to defer the remittance
of the Federal Inspection
Space Charges and
General Terminal Charges
(FIS/GTC fees) due to the
Port Authority for activities
during the period of March
1, 2020 to April 30, 2020. 3.
Based on current conditions,
the earliest a Signatory Airline
would be required to remit
payment to the Port Authority
is June 2020 for May
activity. 4. Repayment of all
deferred fees shall be over
a six-month term from July
2020 to December 2020. 5.
The deferral of any fees does
not alter the underlying obligations
for payment of fees
and other conditions in your
respective agreements. 6.
We will be forwarding letters
for each airline to acknowledge
its agreement
with the terms of these fee
deferrals. 7. Given the uncertainty
of air travel activity
in the upcoming months,
the Port Authority will evaluate
the then-current conditions
and forecasts in late
April to make an evaluation
with respect to any ongoing
relief for the periods thereafter.
The Port Authority is
examining every aspect of
its airports’ operations and
all of our costs given the impact
of COVID-19. We have
taken early actions including
eliminating non-essential
business travel and
eliminating non-essential
overtime while continuing
our evaluation. We will provide
updates on our efforts
through the respective Airline
Liaison Offices and Executive
Committees of the
Airlines Airport Affairs
Committees. The actions to
be taken by the Port Authority,
as set out above, will help
to ensure continuity of airport
operations. To advance
this same goal, the agency
urges recipients of this letter
to take actions of their own,
as set out below: As a result
of the coronavirus crisis,
certain employees have lost
their jobs or may lose their
jobs. Employers should not
contest these employees’ applications
for unemployment
insurance. After the crisis
has passed, laid off or furloughed
workers should get
first priority in terms of airport
re-hiring. The recently
enacted federal relief law allocates
funds to certain airport
stakeholders, provided
they take particular steps,
including with respect to
keeping their workforces intact.
Airport stakeholders
should accept these funds,
and should maintain their
existing contractual relationships
with other entities
that have accepted these
funds. Thank you again for

International air travel Proclamation
Still In effect as of April 14
President Trump issued a Presidential
Proclamation on March 11
prohibiting passengers originating
European Schengen area from flying
to the U.S. This does not include
flights leaving from the U.S., only to
the direct flights from the Schengen
designated area including Great Britain
and Ireland.
New procedures are in force to
screen passengers before the international
flight to the U.S. using travel
history and passport data.
Ticketed passengers will either
be allowed to board, be rerouted or
turned away based on eligibility requirements.
There are passenger exceptions including
repatriations, American citizens,
permanent residents, diplomats,
and others described in the Proclamation
who will be allowed to fly to the 13
U.S. airports on direct flights.
Quick Overview of Procedures
A quick overview of the process
follows with federal agencies of the
Center of Disease Control (CDC) the
Customs Border Protection CBP),
Department of Homeland Security
(DHS) Countering Weapons of Mass
Destruction Office (CWMD):
-International checking-in passengers
will screened using passport
data. The airline will be informed of
any restrictions before the passenger
boards the flight to the U.S.
-After vetting, passengers will be
allowed to fly, be rerouted or denied
boarding.
-All passengers will be given a
medical affidavit by their airline for
the passenger to fill out prior to their
arrival to the U.S.
-Those flying and reaching one
of the 13 U.S. airport designated to
handle these flights, will be screened
upon landing.
-CWMD and CDC will meet these
direct flights, board the aircraft, and
distribute a travelers health Information
packet and collect data.
-Travelers will be read a announcement
instructing the passengers to
self-quarantine and remain home for
at least 14 days.
-All deplaning passengers will be
observed and monitored by the agencies.
-Any passengers showing symptoms
will be selected for additional
screening and temperature checks.
-Once deplaned, after screening,
passengers will proceed to the Federal
Inspection Area for completion of
Customs processing.
In addition:
Any passengers who have boarded
in error or who would be inadmissible
due to the restrictions of the Proclamation
will be processed by the National
Targeting Center (NTC) at the
destination airport.
JFK has created a Coronavirus
Command Center ( CCC) to serve as a
main source of information for all COVID19
inquiries in the Terminal 4 arrivals
area.
