THE PORT AUTHORITY OF NY & NJ NOTICE OF AVAILABILITY FOR PUBLIC REVIEW OF THE TIER 1 DRAFT ENVIRONMENTAL IMPACT STATEMENT FOR THE CROSS HARBOR FREIGHT PROGRAM The Federal Highway Administration (FHWA) and the Port Authority of New York and New Jersey (PANYNJ) have prepared a Tier I Draft Environmental Impact Statement (DEIS) to evaluate alternatives to improve the movement of goods in the region by enhancing the transportation of freight across New York Harbor. The Cross Harbor Freight Program (CHFP) would provide near-term and long-term improvements to the regional freight network by reducing truck traffic congestion, improving air quality, and providing economic benefits. The DEIS was prepared in compliance with applicable federal environmental laws, rules, and regulations, including Section 106 of the National Historic Preservation Act (NHPA) of 1966, Section 4(f) of the U.S. Department of Transportation Act (1966), and Executive Order 12898, “Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations,” among others, and identifies permits or approvals that may be required for the implementation of the Build Alternatives identified therein.
