Miller told residents much of the legislation was inspired by conversations he had with constituents regarding problems in their area. One of Miller’s bills would prohibit vehicles with out-of-state license plates from parking on New York City streets during overnight hours. The tribute honors Steven Frosch, 43, who died in June after being struck by a street sweeper while performing maintainance on another sweeper at the garage. Sanitation Commissioner Kathryn Garcia joined members of the Frosch family and local legislators—including Assemblywoman Margaret Markey and Assemblyman Michael DenDekker—at last Wednesday’s ceremony.
