The NYC Conflicts of Interest LAND USE
Board (COIB) enforces the city’s
ethics laws that apply to elected
officials and city employees,
including rules related to volunteering,
gifts, and political activity.
Currently, all five members of the
board are appointed by the Mayor.
This ballot question includes
proposals such as:
• Replacing two members of
COIB with one appointed by
the Comptroller and one appointed
by the Public Advocate.
• Requiring board decisions
be approved by at least three
members.
• Prohibiting COIB members
from participating in campaigns
for local elected office,
and reduce the amount of
money that members can contribute
each election cycle to a
maximum of $400 (or less, depending
on the office).

Borough Presidents are responsible

agency services in their boroughs;

role in the budget and land
use processes. Their budgets

Presidents.

Board Project Review
ULURP is the process by
which the city approves what
can be built and where. Question
five includes two proposals:
• Provide more time and
an earlier opportunity for
Community Boards and
Borough Presidents to review
applications before
ULURP begins.
• Extend the time for Community
Boards to review
applications in July and
August.
