7 C R Y D E R P O I N T DECEMBER of the wall for the first time. “Water was coming out through and under the walls,” said Garcia. “When we had the failure on the eastern side of the wall, we could no longer just fix part of it,” Resnick said. “We felt we needed a new design,” he explained, something that would not just repair the wall but get to the cause of all the damage. The board turned at one point to FEMA, the Federal Emergency Management Agency, which claims it has p r o v i d e d more than $13 billion in federal aid for residents in New York state after Sandy, for help. “We even got Congressman Steve Israel i n v o l v e d , but we were ‘Hundred-year storms seem to be coming every two years now.’ not successful,” Resnick said. Aid money was “only for helping houses, not sea walls,” FEMA officials told the board. “Co-ops and condos are the stepchildren of the state, I’m afraid.” The second part of the project – replacing the drainage system – cannot begin until the sea wall is finished and a row of boulders is anchored in place on the beach in front of the wall to break the force of the tides hitting the shoreline. These repairs on top will likely cost about another $1.5 million, the board estimates, and will require digging up parts of the 01 parking lot, playground and pool deck at the western edge of the CP property and then rebuilding those areas. That job should be completed by the next fall, contractors told the board. “This work needs to be done to preserve the property for generations to come,” says Garcia.
