C R Y D E R P O I N T 12FEBRUARY Shareholders’ Meeting Recap Following is a reprint of the recap of the January 27, 2016 Shareholders’ meeting. All Board members were present. Jill Davis called the meeting to order at 7:00pm. 2106 Operating Budget Jill Davis presented a one-page summary of the 2016 budget. She explained that the main objective was to achieve a balanced budget and not raise maintenance fees despite steadily rising costs such as labor, taxes, insurance, etc., both of which were accomplished. Seawall Project Updated photographs of the seawall were presented showing its current status. Board members explained that the blizzard earlier in the week caused a surge that reached the top of the newly rebuilt lower concrete seawall and that it was a good decision that it had been raised from its original planned height. Also explained was that the new boulders at the base of the wall break up the waves and that the contractor, being on site, is able to observe the various weather conditions and provide immediate status reports. Also note: • The current estimate for project completion is April. • The project remains within budget. • Beach access will likely be along the east property line at the rear of the 41 building. • There will be a promenade opposite the 21 and 41 buildings with benches and plantings. • The 2016 pool season will open on schedule. Future Projects A question was asked as to what other major projects are planned in the future. These include: • Landscaping, including the 21/41 courtyard (now the temporary parking lot) and along the interior side of the seawall curb • Replacing the awnings over the courtyard entrances to the buildings • Repainting the parking space lines and numbers in the exterior lots • Updating the hallways (long-term) Dogs A question was posed as to a moratorium on new dogs. Ms. Davis suggested a shareholder committee to deal with this subject. It was explained that the current policy is for only one dog, which is a reduction from past policies. As for noise from barking, New York City has noise codes for constant and loud disturbances; complaints should be issued to NYC by calling 311. Community Room Rental The community room is currently used for activities by residents such as for card games and movie viewing, but it is not permitted for activities that include non-residents. The Board does not plan to change this policy at this time. Basketball Court A question was posed about not reinstating the basketball court after the seawall construction project is completed. The Board explained that it has had extensive discussions about this issue and expressed its opposition to returning a basketball court to the premises. The Board’s reasoning is primarily due to the fact that there has been an ongoing problem of teenagers outside the community coming to the basketball court late at night, climbing the fence, playing basketball, making noise, 12 cryder point courier | FEBRUARY 2016 | WWW.QNS.COM and leaving bottles and trash in the area. In addition, there is not a suitable location on the grounds that would not be isolated sufficiently so as not to disturb any residents with noise and/or obstruct views from their apartments with high fencing and be safely separated from the playground designated for young children’s activities. Some attendees said that this issue should be brought to shareholders for their opinions. It was agreed that there would be a shareholder committee formed to review this matter, and a sign-up sheet was prepared for shareholders to join the committee. Several shareholders signed up after the meeting. (Note that subsequent to the meeting, Board member Richard Greenbaum volunteered to act as Board liaison to the committee. Anyone interested in joining the committee may email Richard at cpoc.greenbaum@gmail.com. Please do so no later than February 10. A residents’ survey will also be conducted.) The meeting adjourned at 8:40 PM.
