SUBJECT: Imports of
Pandemic Response
Materials
U.S. Customs and Border Protection
remains open for business during
the ongoing pandemic.
The New York Field Office, its Ports
of JFK Airport and New York/Newark,
and the
Pharmaceuticals, Health, and
Chemicals Center of Excellence and
Expertise (Center) are facing
an increase in the number of shipments
claiming to be for pandemic relief
efforts as COVID-19
cases continue to grow in the
greater New York City area and across
the nation. Some of those
shipments have proven to be legitimate;
others are being imported by
those who seek to profit off
vulnerable segments of our population.
CBP seeks to expedite legitimate
shipments of relief materials, while
taking appropriate
enforcement action against nefarious
actors .
ACTION:
Effective immediately, importers
or their agents are encouraged to provide
advance notification
to CBP when they are expecting
shipments of pandemic relief materials,
whether that includes
pharmaceutical products, personal
protective equipment, building supplies,
or other items.
For shipments arriving at JFK Airport,
please contact the Assistant Port
Director, Trade’s staff at

During COVID-19
The U.S. Food and Drug Administration
is providing an update to
CSMS message 42124872 for instructions
to the import community regarding
the submission of entry information
for personal protective equipment
and certain other devices. Following
the instructions below will help facilitate
the import process for all; especially
for products related to the Corona
virus Disease-2019 (COVID-19)
public health emergency.

Smuggling
The amount of cargo moving in
and out of airports, and the number
of flights that make multiple stops before
arriving in the US creates perfect
opportunities for devious smugglers.
Hundreds or even thousands of
different destinations packages are
off loaded from air cargo flights can
be tempting for criminals to try and
game the system during these times of
fast paced emergency deliveries.
The US Customs Border Protection
agency is the wall against such attempts.
Officers are on hand to meet each
international flights, review documentation
and inspect the goods to
intercept any illegal or restricted
goods from entering the country. In
this case, the CBP was conducting inspection
of the critical payload from
Russia’s delivery of ventilators, respirators,
and much needed medical
supplies at JFK Airport. WFS ground
handling moved goods from the second
largest air cargo freighter in the
world, Antonov-124, to delivery trucks
to FEMA to fight Covid19.

President Trump issued a Presidential
Proclamation on March
11 prohibiting passengers originating
European Schengen area
from flying to the U.S. This does
not include flights leaving from
the U.S., only to the direct flights
from the Schengen designated
area including Great Britain and
Ireland.
