PRESIDENT’S REPORT:

The following is a letter that was
distributed to the entire Le Havre community.
I am reprinting it here just in
case you did not have an opportunity
to read it.

Dear Residents:
I would like to take this opportunity
to review a number of issues and
various items that concern all Le Havre
residents. I would like to inform all residents of
issues that are probably on everyone’s mind.
BUDGET & FINANCE
Operating Budget: The Board of Directors, at their
meeting on May 28th, approved the Le Havre Annual
Operating Budget for the 2020/2021 fiscal year. This
budget starts on July 1, 2020 and ends on June 30,
2021. I am pleased to announce that for the upcoming
fiscal year there will be no increase in the monthly
maintenance charges.
Capital Budget / Capital Assessment: The Board
also discussed the Capital Budget. The capital budget,
as you are aware, contains an ongoing assessment
at the rate of 9 cents per share. This will
continue on indefinitely at the same rate with no new
increase to cover major capital projects.
Capital Budget / Elevator Assessment: The next
part of the Capital Budget is that of the elevator
assessment. Le Havre is obligated to comply with
the NYC Department of Buildings code which will
involve a complete upgrade of all 32 elevators by
the year 2027. It is necessary to fund this project in
advance as the projected cost will be in the range of
$6,000,000 to $6,500,000. As detailed last year, the
assessment schedule for this costly, but required,
project will increase a small amount each year. The
assessment will continue for this year and will be
increased to 6 cents per share, effective July 1, 2020.
In this way, we build the funds required a little bit
each year and avoid a significantly large assessment
in the future. The result of this strategy is to have the
sufficient funds on hand when the project begins in
2027.
VIRTUAL SHAREHOLDER
MEETING
As you know, towards the end of June each year
there is a shareholder meeting held on the deck of
Pool #2 to discuss the new budget / finances. This
year due to social distancing restrictions, we are
unable to hold the regular meeting but instead will
have a virtual meeting on Monday, June 29th at
7:30PM. Please be on the lookout for information
on how to join this meeting closer to the date. You
will be able to log in via your computer, tablet, smart
phone or you can call in by a telephone number that
will be provided.
SECURITY
As some of you may be aware, during
the third week of May, there were incidents
whereby several vehicles in our
parking lots had windows that were
smashed and also there was some
thievery involved. Unfortunately,
this incident not only took place on
Le Havre property but also at Cryder
Point and Wildflower Estates. It is
very upsetting that this is happening in
our neighborhood since all of us considers
this to be an extremely safe area. Since then, we
have not encountered similar incidents in the area.
We have taken steps to have a police presence in our
area by which we have spoken with the 109 Precinct
and asked them to provide additional police coverage
which they have complied with. In addition to
notifying the police, we also have our own Le Havre
security guards patrolling in the car and also on foot.
If we see a recurrence in the vandalism, the board
will have to address that and take additional security
measures.
I would also like to report that there was an incident
on Sunday, May 31st whereby there was a car- jacking
in the “P’ parking lot (by the tennis courts). I want
to emphasize that the Board and Management takes
the security of the Le Havre residents very seriously
and we will always take steps to create a safe environment.
Due to the above facts, we ask everyone to
exercise caution and be aware of their surroundings
at all times.
LE HAVRE CLUB
AMENITIES
Tennis Courts: I am happy to announce that we
have opened the tennis courts as of June 1st. There
are certain restrictions that we have had to add due
to the COVID-19 restrictions. The rules and regulations
are outlined to those who wish to participate on
our tennis courts and the details may be obtained by
contacting Olga Perez, Clubhouse Manager at (718)
767-2277.
Café: As you have observed, the café has remained
open for take outs and deliveries throughout the lockdown
period. This will remain as such until there are
changes in the governor’s regulations.
Gym: As far as the gym is concerned, as of now we
are not permitted to open the gym based on NYS &
NYC COVID-19 guidelines. Once we reach a Phase
that allows us to open, we will definitely have the
opportunity to do so but with restrictions and guidelines.
We must adhere to the promulgations of the
NYS governor.
Please see the next page for “Guidelines of
Reopening Buildings”. Even though Le Havre may
be considered a private entity, we must, as a co-op,
adhere to the same promulgations as public entities.
Deck: The next item I want to discuss with you
is the possibility of opening the deck of Pool #2 for
sunbathing. This matter is under consideration by the
Board and at such time as there is a decision made
to open the deck, there will be no membership fee
required for those who have held club membership
during the past year, or for those residents that have
moved in to the complex in recent months. I want to
make this clear as there have been some misunderstandings
on this matter – there will be no charge to
use the pool deck for residents who held membership
during the prior year or for new residents. Due
to health and safety concerns, anyone interested in
utilizing the deck will be required to bring their own
chair or lounge.
Pool: I want to reiterate that the Board and
Management take very seriously the health and
safety of all residents of Le Havre. At this time, the
Governor’s regulations do not permit the opening
of any pools in NYC. From what we know, NYC
public pools will not be opening this summer. The
Board also took into consideration that, even if pools
could open at some future time during the summer, it
would be difficult for us to open for several reasons
as follows:
• The inability to social distance in the pool and
deck areas.
• The fact that masks would have to be worn which
would be difficult to enforce.
• With the recent outbreak of the virus in children
we felt that there would be many health and safety
issues.
• We could not have bathrooms and showers open
and there would have to be constant disinfecting of
all the touched areas.
• Even if we could open the pools towards the middle
or latter part of the season, there is also an economic
factor involved due to the expense involved in
preparing the pools, hiring of lifeguards, gate-guards,
extra porters, purchasing of chemicals etc.
All of the above items were very much on our
minds when the decision to not open the pool was
made. Furthermore, we were able to negotiate a 50%
reduction off the clubhouse management contract
with URBN Playground and, because of this savings,
we were able to balance our operating budget without
having to have an increase in the monthly carrying
charges.
I just want to close this update by firstly apologizing
for the length of the letter, but I wanted to be
completely transparent to all residents to make sure
everyone has the proper information on the current
issues that have taken place at Le Havre. I also want
to emphasize that the Board and Management are
always concerned about the safety and health of all
our Le Havre residents. Any /all actions taken by the
Board are always researched and discussed prior to
arriving at a conclusion for everyone’s benefit.
