GREENBERG, CPA Hopefully, by the time you read my article the weather will be more spring like than it has been in the past few weeks. As we all know, the warmer weather is the most beautiful time at LeHavre. Financial: The 8 months through February 28, 2013 budgeted versus actual showed revenues $10,342,751 (65.82%) of the budgeted amount) and total expenses $9.641, 394 (64.43% of the budgeted amount) as reported by our accountants. Waterfront Clean Up: Just a few words on the recent post Sandy clean up of the waterfront area. As you are well aware, Super storm Sandy deposited a lot of debris at the back of B#31 and close by Pool #2. This debris included possible toxic waste and other garbage. Through concentrated efforts and with the help of local politicians the NYC OEM Debris Task Force, in conjunction with FEMA and the Army Corp of Engineers, sent their environmental contractors to clean up our waterfront area. This project was supervised by the Army Corp. of Engineers and was permitted and signed off by the Dept. of Environmental Conservation (DEC). The Army Corp did a wonderful job and I would like to thank them for their efforts. This means we will be able to open Pool #2 this summer without fear of any contamination from the garbage. Gas Conversion: We are in the process of getting bids from several contractors so as to determine the cost of the project. When the fi eld bids come in they will be opened and reviewed in the Management offi ce with a few board members present. We will also be working with Hess on the project management and fi nancing end in order to determine the cost of the entire project. Thereafter, the board will make a decision whether to go forward or not with the conversion project. Cameras: The installation of security cameras is ongoing and, as I write this, approximately half of the buildings have had a camera installed. We hope to have the project completed within the next 4 – 6 weeks. Intercoms: The intercom project is also ongoing. Eleven buildings have had new intercom panels installed so far. There has been a delay on the contractor’s part due to the fact that the material is taking longer to obtain than previously advised. We hope to have this project completed within the next 2 – 3 months. Resealing of Parking Lots: As the weather gets warmer we will be commencing the parking lots resealing project so as to ensure the integrity of the lots. Cement work by the building entry ways: We will be finalizing details shortly, with a couple of contractors, on the entryways cement project. Hopefully, this project will be commenced in April. Clubhouse: We are about to install porcelain tiles in our clubhouse which, we feel, will be easy to maintain and last longer than carpeting and also look more attractive. Additionally, we are looking to replace the present couches and administration desk in an effort to enhance the look and value of our clubhouse amenity. For many, the toxic dump it became after Sandy may be unknown. For others, it was seen as a hazard and the cleanup was a welcome event. LeHavre exercised this procedure with the utmost integrity and care. With the help of Councilmember Daniel Halloran, State Senator Tony Avella and Assemblymember Ed Braunstein’s office, this project got completed. It was fully permitted and signed off by the Department of Environmental Conservation (DEC) and was in full compliance with all government regulations. It was a toxic waste dump containing syringes and more. Garbage from 500 miles off shore made its way to NY, NJ, and the many hard-hit areas. We were the more fortunate ones! Had this cleanup not been done, we would not have been allowed by the Board of Health to open Pool #2 this summer. Sadly, our efforts were under constant threat by what I call a few fanatics who saw the devastation and tried in the most threatening of ways to stop us. That unfortunate event was thwarted by our constant due diligence. Based on the information that we have received, there is no evidence at this point to say that our waterfront property is listed as protected wetlands, not in NY State, by the Department of Interior, EPA or DEC! In addition, the Debris Task Force under the supervision of the Army Corps cleaned the land as they chose. LeHavre gave them no boundaries, nor could we. It was deemed an environmental cleanup. We must now coordinate our sprinkler system and backfi ll work in order to restore this area. I thank the many who are in great appreciation of our hard work. For the few who waged a senseless and sick battle to stop the environmental cleanup of our property, we will use any means necessary, legal and/or government agencies, to deal with anyone who continues to try and wage a smear campaign or stop the work required to complete our work. Lastly, after months of trudging through the toxic wasteland daily, the cats that reside at the water front can fi nally be safe! Sincerely, Mr. Thomas Affatato, VP
