In 2020, the MEOC plans to
roll out a number of initiatives
targeting specific audiences –
those who were formerly incarcerated
and are looking to earn
their High School Equivalency
diplomas, those interested in
the healthcare industry, but
prefer to work as hands-on technicians
and those interested in
entry-level Hospitality and Hotel
industry careers. Initiatives include
EKG Technician Training,
Hospitality Training, and HSE
Connect.
The risk of cardiovascular
diseases such as heart attacks
and various other heart ailments
have been increasing at
an alarming rate. According to
the American Heart Association’s
Heart and Stroke Statistics
(2019), nearly half (48 percent,
121.5 million) of all adults in the
United States have some type of
cardiovascular disease. An EKG
technician performs tests that
record the condition of the heart
and detects any underlying heart
ailment. It is of immense help in
treating and identifying cardiovascular

problems in patients.
This spring the MEOC will
roll out an EKG Technician
Training program where students
prepare for careers as EKG
Technicians or Cardiac Monitor
Technicians to work in medical
facilities, such as hospitals
or clinics. Hands-on training
through classroom instruction
is offered as students prepare for
the National Health Career Association
® Certified EKG Technician
(CET) exam. The EKG
program is part of the MEOC’s
Allied Health Career Training
programs and the certification is
a stackable credential for Certified
Nursing Assistants and Certified
Phlebotomy Technicians.
The MEOC has a rich history
of serving adults working
towards obtaining their High
School Equivalency (HSE) diploma
and, for this reason, has
joined forces with the Prisoner
Reentry Institute (PRI) at John
Jay College of Criminal Justice/
CUNY to connect justice systeminvolved
adults, 25 or older, who
lack a high school credential
through HSE Connect. This
initiative is aimed at providing
pathways to achieving a HSE
diploma and subsequent college
and career opportunities. In addition,
services are designed to
support individuals with criminal
justice system involvement.
While New York City’s Department
of Education (DOE)
offers HSE classes on Riker’s Island
for adults, program capacity
is limited. Exacerbating the reality
that many individuals leave
incarceration without an HSE,
existing community-based educational
services typically focus
their limited resources on out-ofschool
youth and leave out older,
justice-involved people who need
support for HSE attainment and
postsecondary enrollment.
In response to regional workforce
trends and with input from
local hospitality specialists, the
Upper Manhattan Empowerment
Zone (UMEZ) in partnership
with the Manhattan Educational
Opportunity Center,
BMCC and leaders in the redevelopment
industry, has launched
the Employer-Driven Bridge
Hospitality Training Program
to coordinate Hospitality training
and employment resources.
The program will prepare Upper
Manhattan residents for employment
and career opportunities
with one of UMEZ’s anchor economic
development projects, the
Victoria Theater Redevelopment
Initiative, which is part of the revitalization
of 125th Street and
will create a 27-story tower with
a 211-room Marriott Renaissance
Hotel, 191-unit apartment building,
retail space, and cultural
space for local non-profits. The
Marriott Renaissance Hotel is
expected to generate 58 full-time
jobs to operate the hotel, tentatively
scheduled to open during
the second quarter of 2020.

sector and greater career opportunities
going forward.”
