AND NOTICE OF DESIGN APPROVAL

PROJECT IDENTIFICATION NO. X731.27
BRUCKNER EXPRESSWAY-HUTCHINSON RIVER PARKWAY
MOBILITY IMPROVEMENT PROJECT
BRONX COUNTY, NY
As requested by the New York State Department of Transportation, the Federal Highway
Administration (FHWA) has made a Finding of No Significant Impact (FONSI) for the above
project in accordance with Title 23, Code of Federal Regulations Part 771.
The FONSI is based on the Final Design Report/Environmental Assessment/Section 4(f)
Evaluation (FDR/EA/4(f)) that was prepared for the project, which selected the Preferred
Alternative: Reconfigure the I-95/Pelham Parkway Interchange, Extend the I-95 northbound fourth
travel lane to exit to the Hutchinson River Parkway, Construct a new northbound Hutchinson
River Parkway Exit Ramp to Bartow Avenue, to be advanced to final design and construction.
The FONSI is also based on comments received from the public and agencies during the public
review of the Draft Design Report/ Environmental Assessment/Draft Section 4(f) Evaluation.
The project will redesign the ramps within the I-95/Pelham Parkway Interchange to reduce the
number of ramp connections on northbound I-95 from Westchester Avenue to the Hutchinson
River Parkway, reduce congestion, improve safety, and address geometric and operational
deficiencies associated with the I-95/Pelham Parkway Interchange ramps. The project will also
create a new exit ramp from the Hutchinson River Parkway to Bartow Avenue to provide better
access to the Co-op City neighborhood and reduce congestion on local roadways. In addition to
these ramp improvements, the project will improve heavily used bicycle-pedestrian paths and
provide signalized crossings at all points where these paths cross highway ramps to improve the
accessibility and safety of this important non-motorized travel network.
The FHWA has also approved the request by NYSDOT for design approval for this project on
August 5, 2021. Design approval constitutes the Department of Transportation's final decision to
proceed with the construction of the project.
Design approval is based in part on the FDR/EA/4(f) dated March 2021, the FHWA's August 5,
2021 FONSI (in accordance with the National Environmental Policy Act of 1969 as amended);
and the NYSDOT's SEQRA determination that the project will have no significant effect on the
environment. NYSDOT has prepared a Determination of No Significant Effect dated May 25, 2021
in accordance with Article 8 of the Conservation Law of New York State and 17 NYCRR Part 15.
