OFF Patrick O’Brien Chairman Community Board 2 P ersonal Background Patrick O’Brien grew up in Long Island City, in the house that his grandparents bought in 1920. He attended St. Teresa School in Woodside and Archbishop Molloy High School in Briarwood. After graduating from Manhattan College with a B.A. in government, he completed a J.D. at St. John’s University School of Law, and later received an LL.M. in taxation from the NYU School of Law. He and his wife, Mary, a teacher at St. Sebastian School, have three children: Patrick, Nora and Kathleen. O’Brien lives with his family in Long Island City, in the same house that he grew up in. P rofesi onal Background O’Brien is currently the chairman of Community Board 2, of which he has been a member since September 2001. He also serves as chair of CB 2’s City Services and Public Safety Committee, and is a member of the Land Use Committee. In addition, O’Brien has been practicing law out of his own offices for more than 38 years. He has experience in a broad range of legal matters, including representing small business owners and individuals, tax planning, estate administration, real estate law and elder law. He is a member of the American Bar Association, the New York State Bar Association, the New York County Lawyers Association and the Irish American Bar Association of New York. O’Brien also co-authored “The Black Aces: Baseball’s Only African- American Twenty-Game Winners” with former Major League Baseball pitcher Jim “Mudcat” Grant and attorney Tom Sabellico. Motivation to Contribute to Comunity O’Brien, like most people, wants the community he lives in to be the best that it can be. As such, he feels that community board work offers a way to help realize that goal by actually doing something about problems and issues that crop up in the community. “We all have a right to be heard and should speak out, but for me personally, I prefer to treat rights as privileges,” he said. “Community board work gives me a feeling that I have earned those privileges through a commitment of time and energy.” Biggest Challenge O’Brien’s biggest challenge as chair of Community Board 2 is trying to find a fair balance when it comes to weighing two legitimate conflicting viewpoints on any issue. As an individual, he finds time management to be a challenge—community board members are all unpaid volunteers, and like many other members, O’Brien works a full-time job. Greatest Achievement O’Brien says that although he doesn’t have any individual achievements, Community Board 2 has many, including on land use and zoning, transportation and quality-of-life issues. He credits each accomplishment to the hard work of the board’s members and staff, as well as to the board’s ability to communicate effectively with elected officials and city agencies. “It’s a collective effort,” he said. “Nobody does this alone. As for my role in any of these achievements, I will leave it to others to make that assessment. The New York area is certainly one of the more high profile areas where these arrangements are taking a foothold based in large part on the volume of visitors to the area, the high cost of hotels and in many cases the need of apartment owners and tenants to generate income from their apartments to offset the high cost of living in the area. As a result, residents of cooperatives and condominiums are more frequently looking to their Board’s for answers to address the security and insurance issues, common area wear and tear problems and other negative side effects of these arrangements. While there is no magic bullet that will fix this problem entirely until the laws are changed there are measures that can be adopted by Board’s to limit opportunities for tenants and owners circumventing restrictions on short term rentals.
