1. PROJECT INFORMATION
1.1. Notice to Bidders: Qualified bidders may submit bids for projects as described in this
Document. Submit bids according to the Instruction to Bidders.
1.2. Regulatory Requirements: CDBG-DR FUNDED PROJECT
1.3. The Alliance for Coney Island seeks to install trees, tree guards, plants, and historic
benches along the Mermaid Avenue Corridor in Brooklyn.
1.4. The project is being financed with U.S. Department of Housing and Urban Development
(“HUD”) Community Development Block Grant-Disaster Recovery (“CDBG-DR”)
funds administered by the NYS Governor’s Office of Storm Recovery (“GOSR”). Attention of
bidders is particularly called to Section 3 requirements, M/WBE goals, Federal labor standards,
Federal and State prevailing wage rates, online reporting requirements using Elation
system, Inc. and other requirements included in the GOSR Supplementary Conditions for
Contracts. See Instruction to Bidders for Additional Information.
1.5. Successful Bidders need to have a CURRENT DUNS number AND be registered with
SAM. gov to be awarded work with the federal government.
1.6. Contractors are required to be current with New York State Vendor Responsibility
Questionnaire with the New York State Comptroller’s Office.
1.7. Minority and Women Owned Business Participation Goals on this project have been
established at: Minority Owned Business Enterprise (MBE) 15% and Women Owned Business
Enterprise (WBS) 15%.

2. PROJECT IDENTIFICATION
2.1. Project Identification: Mermaid Avenue Revitalization Project
2.1.1. Approximate Project Location: Mermaid Avenue between West 22nd Street and West
37th Streets
3. PROJECT TEAM
3.1. Owner: NYC DOT and NYC Department of Parks and Recreation
3.2. Owner’s Representative: Alexandra Silversmith, Executive Director Alliance for Coney
Island
3.3. Construction Manager: TBD
3.4. Construction Manager will be engaged for this Project to serve as an advisor to Owner
and to provide assistance in administering the Contract for construction between Owner
and each Contractor, according to a separate contract between Owner and Construction
manager. 3.5. Project Description:
3.5.1. Installation of World’s Fair 1939 bench (a combination of single and double) - adhering
to NYC Department of Transportation protocol, installation at 15 locations cited by the
Alliance.
3.5.2. Tree guards to be installed at 141 locations cited by the Alliance. In compliance with
NYC Department of Parks and Recreation (DPR) standards, wherever possible, tree pits
should be enlarged to (5’x10’). Additionally, since DPR standards no longer require granite
blocks, existing granite blocks should be removed to expand the tree pits to meet the DPR
5’x10’ standards.
3.5.3. Trees to be planted at 11 locations consistent with the Juniperus Hetzii tree species
planted along the Mermaid Avenue corridor post Superstorm Sandy. To secure permission
for planting, the Contractor is required to apply for a tree planting permit through the New
York City Department of Parks and Recreation.
3.5.4. Identification and planting of appropriate perennial plants for the previously identified
tree pits along Mermaid Avenue. The contractor is responsible for the removal of trash in
pits prior to installation, topsoil remediation and mulch to reduce weed growth.
4. BID SUBMITTAL AND OPENING
4.1. Owner will receive sealed bids until the bid time and date at the location indicated
below. Owner will consider bids prepared in compliance with the Instructions to Bidders
issued by Owner, and delivered as follows:

5. BID SECURITY
5.1. Bid security shall be submitted with each bid in the amount of five (5) percent of the
bid amount. No bids may be withdrawn for a period of sixty (60) days after opening of bids.
Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
6. PREBID MEETING
6.1. A pre bid site visit will be held on Thursday, February 18th at 12PM on the south side
of Mermaid Avenue corner of West 21st Street. Attendance at the site visit is mandatory
in order to bid for the work. Adherence to COVID-19 safety protocol including the wearing
of a face covering and practicing social distancing during the site visit is required as well.
Contact one of the Designated Contacts listed on the Notice to Bidders at least 24 hours in
advance of the site visit time to notify of your intent to attend.
7. DOCUMENTS
7.1. Contracting Documents in the form of PDF’s: Obtained electronic documents beginning
Friday, February 5th, 2021 from the Alliance for Coney Island’s website at www.Allianceforconeyisland.
org.
7.2. Bidders are welcome to print the documents at their own expense.
8. TIME OF COMPLETION
8.1. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall
complete the Work within the Contract Time.
9. BIDDER’S QUALIFICATIONS
9.1. Bidders must be properly license under the law governing their respective trades and
be able to obtain insurance and bonds required for the work. A Performance Bond, separate
Labor and Material payment Bond, and Insurance in a form acceptable to Owner will be
required of the successful Bidder.
