Annual Financial Meeting

Perseverance Pays Off!
Le Havre Board and Management
would like to give a special shout out
to resident Irene Bernstein. Many residents
may be aware that party boats
have been passing by the area on a regular
basis blasting music at unacceptable
levels until unreasonable hours,
expanding to include approximately
four cabin cruisers plus smaller boats
that lasted until 11:30pm and
Irene has taken on the cause to stop
these “festivities.”
Among other agencies, she has called
311, 911 and the NYC Waterfront
Commission and contacted Senator
John Liu for support in stopping the
disturbing nuisance. General Manager
Margaret Costello said, “Irene has been
on this every day to every agency you
can think of, calling the 109 Precinct
every evening, the Harbor Police, politicians,
etc. She deserves recognition
for all of her efforts.”
Irene’s determination is paying off,
and Le Havre residents are grateful.
After a particularly troublesome
night on Friday, June 19, the Harbor
Police responded. Not surprisingly,
that didn’t deter the boats from returning
on the following nights and Irene
continued to make many calls and
send emails to politicians, etc. As
of this writing, the number of boats
has been reduced to four or five and
they are staying closer to Fort Totten,
which is a big improvement. We are
hopeful that this problem will go away
over time.

who joined our virtual Annual
Financial Shareholder meeting on
June 29. From residents’ feedback,
it appears that the meeting was an
outstanding success. I have received
comments from many shareholders
stating that they enjoyed this type of
venue where we could ensure that all
questions were answered in an orderly
fashion. Additionally, we were able to
cover a lot more issues to the satisfaction
of all the attendees.
We opened up the meeting with
financial information and spoke about
the fact that there will be no increase in
the monthly maintenance fees for the
July 2020 - June 2021 year. The elevator
assessment was also mentioned
and the fact that we need to build up
funds for the anticipated elevator modernization
in 2027. Financial handouts
are available at the Management office,
so please feel free to call the office if
you would like a copy delivered to
your door.
I would like to give a summary
below of the issues covered to enable
those shareholders who were not in
attendance to have some insight on the
subjects that were covered.
Pool: We have already prepared the
pools. Pool #2 has been tentatively
scheduled to open between July
11 and July 13. Pool #1 underwent
much needed improvement work in
the springtime. This work involved the
replacement of the pumps and associated
mechanical parts which were no
longer able to function properly. We
have been waiting ever since to obtain
a sign-off from the City of New York.
However, due to the fact that inspections
were not considered “essential
services,” the City is backed up currently,
so we are unsure as to when
this inspection will take place. The
inspector must sign off on the work
performed (which was overseen by an
engineer) and close out the job on City
records before we can get approval to
open.
Gym: As far as the gym goes, we
believe there is no anticipated date of
gym openings authorized by NYS or
NYC. Currently, the reopening of gyms
has been paused due to restrictions of
social distancing, etc. Once gyms are
permitted to open, the Le Havre gym
can be reopened on a moment’s notice.
Security: We spoke about security
which lately has been on a lot of residents’
minds. We spoke about how we
are going to have a survey carried out
by the NYPD to let us know what areas
must be improved to enhance the security
of our property. We are also setting
up a Security committee to oversee
improvements/additional cameras, etc.
Playgrounds: We are planning to
refurbish the playground by B#27. A
committee has been formed to give
input on the type of equipment that
would be suitable for installation in
this playground.
Cement work under the buildings:
We will be resuming the cement
replacement project, starting with B#1
on July 6th. We may do a second building
this season, if time permits.
Masks: We spoke about the fact
that information was disseminated to
residents regarding the Covid-19 virus
and the ways to keep our community
safe. We asked all residents to wear
masks while in the common areas at
all times, elevators, laundry rooms,
hallways, stairways, lobbies and under
the building. We would like to remind
residents again that in the interest of
safety for yourself and those around
you, please wear your mask at all
times within the building.
Façade Work: Residents were
advised about the ongoing program
which is necessary to maintain the
building façade’s and keep the buildings
in good condition. AM&G
Waterproofing Contractors will be
back on the property shortly, carrying
out necessary repair work on various
buildings.
Committees: Residents were
informed that a Security Committee,
Landscaping Committee and
Playground Refurbishment Committee
is being formed. A Budget & Finance
Committee, Interview Committee
and Grievance committee has been in
place for many years. People interested
in these committees should call the

have their name put on a list.
Exterior Building Signs (which was
not discussed at the meeting): Our
new exterior building signs have been
delivered and are ready to be installed.
The project should commence at the
beginning of August.
Le Club Concession: Last, but not
least, I would like to commend Danie
Santodonato, the proprietor of the
Saige Café, on the time and effort
that she has put in during these past
few months to accommodate residents
during these trying times. Danie has
proven to be an asset to our community
and we ask residents to patronize her
café as much as possible.
Again, I would like to thank all residents
that took the time to attend our
virtual meeting on June 29, and thank
you to all residents for your support
and cooperation at all times.
