NOTICE TO BIDDERS
Sealed bids for the construction of Site Improvements – Phase 2 at Shirley
Chisholm State Park, Brooklyn, New York will be received by the New York State
Office of Parks, Recreation and Historic Preservation (OPRHP), New York City
Region at the Adam Clayton Powell, Jr. State Office Building at 163 West 125th
Street – 17th Floor, New York, NY 10027 until 11:00 am local time, December 19,
2019 when they will be publicly opened and read. Each bid must be prepared and
submitted in accordance with the Instructions to Bidders and must be accompanied
by Bid Security in the form of a certified check, bank check, or bid bond in the
amount listed below:
General Construction Contract (D005676) $900,000.00 (Nine hundred thousand
and 00/100 dollars)
A. General Construction Contract (GC) D005676: A general description of
the primary work elements for the General Construction Contract is listed
below for reference. Contractor is responsible for reviewing all the drawings and
specifications to obtain a complete understanding of all work scope.
1. Base Bid: The Work includes all work indicated in the Contract Documents
except the 100, 200 and 300 series drawings. The Work includes but is not limited
to all work described in specific Specification Section 133423.13 and Specification
Divisions 01 through 06, Division 10, Division 12, Division 26, and Divisions
31 through 34, except the following specific Specification Sections: 1018113.01,
131200, 132200, 133419, 314116 and 316216.
a. Erosion and Sediment Control, Site Preparation and Demolition including
staging areas and clearing and grubbing, and tree protection activities in accordance
with SWPPP.
b. Provide Temporary Facilities and Controls as described in Section 015000,
including temporary power and lighting for facility and site work.
c. Site Storm and Irrigation utilities.
d. Site electrical and power, including conduit, hand holes, cabling, excavation
and backfill; including site lighting.
e. Earthwork, geofoam and landscaping
f. Asphalt paving and pavement marking
g. Concrete, steel, masonry, wood, carpentry, insulation, roofing and all other
architectural and structural specification items including but not limited to the
Overhead Sign Structure
h. Prefabricated and premanufactured building and guard booth
i. Portable and mobile buildings
j. Site furnishings, fencing, gates and handrails
k. All site Signage
l. Temporary toilets for all contractors
m. Dewatering
n. Pest control
o. Snow removal
p. Final project cleaning and disposal.
2. Alternate #1 – Penn Pier Shade Structure: The Work includes all work indicated
in the Contract Documents of the 300 series drawings including but not limited
to all work described in Specification Division 02, Division 03, Division 05, and
Division 26 and the following specific Specification Sections: 1018113.01 and
133419
a. Site Preparation and Demolition including staging areas.
b. Provide Temporary Facilities and Controls as described in Section 015000,
including temporary power and lighting for facility and site work.
c. Site electrical and power, including conduit, cabling, junction boxes and outlets;
excavation and backfill; and structure lighting.
d. Concrete, steel, masonry, wood, carpentry, insulation, roofing and all other
architectural and structural specification items
e. Pre-engineered metal canopy
f. Miscellaneous metal work including work required for pier.
g. Final project cleaning and disposal.
Alternate #2 – Hendrix Creek Patio & Water Access: The Work includes all work
indicated in the Contract Documents of the 100 series drawings including but not
limited to all work described in Specification Division, 02, Division 03, Division
05, Division 06, Division 26, and Division 31 (not including specific Specification
Section 312323), and the following specific Specification Sections: 131200, 132200,
321500, 323113, 328400, 329100, 329150, 329180, 329200, 329300, and 329310.
a. Erosion and Sediment Control, Site Preparation and Demolition including
staging areas and clearing and grubbing, and tree protection activities in accordance
with SWPPP.
b. Provide Temporary Facilities and Controls as described in Section 015000,
including temporary power and lighting for facility and site work.
c. Site Storm and Irrigation utilities.
d. Earthwork and landscaping
e. Concrete, steel, masonry, wood, carpentry, and all other architectural and
structural specification items including but not limited to sheet piling and lagging.
f. Site furnishings, fencing, and handrail.
g. Pre-engineered floating dock, and aluminum gangway
h. Dewatering
i. Pest control
j. Snow removal
k. Miscellaneous metal work including work required for railings.
l. Final project cleaning and disposal.
MINORITY AND WOMEN OWNED BUSINESS PARTICIPATION GOALS
The following goals for MWBE participation on Contract (GC – D005676) have
been established at:

Women Owned Business Enterprise (WBE) 20%
SERVICE DISABLE VETERAN OWNED BUSINESS GOALS
The following goals for SDVOB participation for the General Construction

PROJECT COMPLETION
The completion date for this project is 255 days after agreement has been approved
by the NYS Comptroller’s Office.
PROJECT SPECIFIC LIQUIDATED DAMAGE (Refer to General Conditions
Article 14).

h. Preconstruction Meeting: 20 February 2020*
i. First Day of Site Work: 9 March 2020*
j. Completion of Work (Fountain side) - Open to Public: 30 June 2020
k. Completion of Alternate 1: 31 August 2020
l. Completion of Alternate 2: 30 September 2020
m. Closeout job - all Work Complete: 255 Days

Starting on the advertisement date, the Bidding and Contract Documents may
be examined free of charge and obtained in person or by mail from Syed Shaukat

at the Adam Clayton Powell, Jr. State Office Building – 163 West 125th Street –
17th Floor – New York, NY 10027 for a non-refundable fee of $49.00 (per set)
and shipping and handling as applicable. Make checks payable to the New York

BONDS
The successful bidder will be required to furnish a Performance Bond and a Labor
and Material Bond in the statutory form of public bonds required by Sections 136
and 137 of the State Finance Law, each for 100% of the amount of the Contract.
A Pre-Bid meeting has been scheduled for: December 4, 2019 at 11:00 am at
the Project Site
All RFI’s are due by: 1:00 pm on December 9, 2019
RFI’s received after this date will not be processed.
