Project Information:
Article 10 of the Public Service Law (“Article 10”) provides the regulatory
process for siting some power plants in New York State. Astoria Generating
Company, L.P. (“AGC”) is seeking a Certificate of Environmental Compatibility
and Public Need (the “Certificate”) from the New York State Board on Electric
Generation Siting and the Environment (the “Siting Board”) pursuant to Article
10 and Siting Board Rules and Regulations under 16 NYCRR Part 1000. AGC
operates two existing electric generating stations on barges in the East River
along the shore of the Gowanus/Sunset Park neighborhoods, Community
District 7, Borough of Brooklyn, Kings County, City of New York, the Gowanus
Generating Station (“Gowanus”) and Narrows Generating Station (“Narrows”).
AGC is proposing to repower the older, less efficient generating units at
Gowanus replacing them with new, more efficient generating units and then
retire the Narrows generating units (the “Gowanus Repowering Project” or the
“Project”). The Project entails replacement of the current 32 older generating
units on four barges with eight larger more efficient, natural gas-powered
units situated equally on two barges. The current megawatt (“MW”) rating of
Gowanus is 640 MW. The Project will result in a MW rating no greater than 590
MW, 50 MW less than the current facility. The current MW rating of Narrows
is 320 MW. Upon commencing operation at the repowered Gowanus facility,
AGC will retire Narrows decreasing traditional generation in the Sunset Park
neighborhood by a total of 370 MW. The Gowanus Repowering Project will
result in cleaner, more efficient electric generation providing electric reliability
required for the area and, since the units will continue to be situated on
barges, the Project will maintain critical infrastructure resilience during storm
events. As the City and State move toward greater reliance on renewable
energy sources, should the Gowanus units no longer be needed for reliability,
the barges may be easily removed without abandoning infrastructure in
the community. On May 14, 2019, AGC filed a Preliminary Scoping Statement
(“PSS”) with the Siting Board under Article 10. The PSS summarizes the
proposed scope of studies for the Project and is designed to gather input from
the public and interested agencies ensuring proper preparation of the Project
Article 10 (“Application”), to be filed at a later date. The PSS and all Project
related filings are available on the Siting Board Website: www.dps.ny.gov/

The public information meeting will provide information about the Project,
submitted PSS, and the Article 10 review process and will provide an
