CITY CONSTITUTION
The New York City Charter is
the City’s constitution — the
framework for our government.
The Charter describes how the
city spends our tax dollars, the
powers of our elected officials,
and how decisions are made
about changes to our neighborhoods.
Nearly 30 years ago, a
Charter Revision Commission
overhauled the city’s government.
For more than a year, the
2019 Charter Revision Commission
has been taking a fresh
look and soliciting feedback
from the public. In the upcoming
November election, New
Yorkers will vote on five ballot
questions that could change
our local elections, how police
officers are held accountable, how INSIDE:
the city budget is set, government
ethics rules, and how land in the
city is rezoned and developed.
Early voting for the upcoming
elections begins on October
26 and ends on November 3. November
