PASS FIRE SAFETY BILL State Sen. Legislation Gives Credits For Cockloft Fix It is believe the cocklofts in each home allowed for flames to spread from building to building. Cocklofts are not included in newer attached buildings, but they remain in place in many older attached homes in Middle Village, Ridgewood, Bushwick and other neighborhoods across the city. ‘Cannibal Cop’ Conviction Cleared Judge Overturns Verdict Over Lack Of Evidence residence. Federal agents initially arrested Valle in October 2012 at his Forest Hills home for allegedly participating in the conspiracy and hacking into the National Crime Information Center to obtain information about potential victims. Through court-authorized search warrants, law enforcement agents seized his computer, which contained photos of 80 women, as well as conversations he had on a fetish website in which he allegedly expressed a desire to kidnap, cook and eat women. Defense attorneys argued Valle TIMES, THURSDAY, JULY 3, 2014 • 12 “Over the years, there has been growing evidence that cocklofts lead to extremely fast moving and hardto control flames that put both residents and firefighters at extreme risk, and we need to address those dangers,” Addabbo said. “Clearly, if we can do something to address the serious dangers that cocklofts now pose to our residents and emergency personnel, we should do it,” the senator added. “This legislation seeks to lend a hand to homeowners who might otherwise be unable to afford the improvements. In turn, we will be able to provide safer by Robert Pozarycki Dubbed the “Cannibal Cop,” a former police officer from Forest Hills was freed from federal jail on Tuesday, July 1, after a judge overturned his conviction on charges in an Internet conspiracy to kidnap, rape, kill and eat women. Gilberto Valle, formerly assigned to Manhattan’s 23rd Precinct, was released by U.S. District Judge Paul Gardephe into the custody of his mother one day after the jurist overturned the former officer’s March 2013 conviction. Gardephe declared, in a 118-page opinion on the case, that “it is more likely than not the case that all of Valle’s Internet communications about kidnapping are fantasy roleplay.” The judge further stated federal prosecutors failed to provide ample evidence to the contrary. Prosecutors for the U.S. Attorney of Southern New York filed an appeal, and though they had requested Valle remain incarcerated, the judge ordered him placed under house arrest on $100,000 bond. After nearly two years in jail, Valle reportedly went home with his mother to her Middle Village neighborhoods for all of us, and very possibly save lives and prevent unspeakable tragedies.” Addabbo hoped the State Assembly would pass similar legislation sponsored by Assemblyman Joseph Lentol in Brooklyn. No action was reportedly taken on the measure in the Assembly before the legislative session ended. If the state legislature does not reconvene before the end of this year, the bill would need to be reintroduced in the Assembly and State Senate at the next session in January 2015. by Robert Pozarycki Before ending its session last month, the State Senate passed legislation drafted last year following a five-alarm fire in Middle Village to eliminate fire hazards associated with cocklofts in attached residences. The State Senate approved S.5944, sponsored by State Sen. Joseph Addabbo, which provides tax credits of up to $500 to homeowners for the purpose of correcting hazardous cocklofts, which are small spaces under roofs and above the ceilings of the top floor. According to Addabbo, investigators believed cocklofts helped fuel a five-alarm inferno on 68th Avenue in Middle Village last September which damaged seven attached homes, injured 11 firefighters and displaced many families. -SEE CANNIBAL ON PG. 51- World Cup Fever Hits Glendale Glendale’s Zum Stammtisch restaurant had a livelier lunchtime crowd than usual last Thursday, June 26, as soccer fans packed the eatery to watch the U.S.-Germany World Cup preliminary round match.
