This Environmental Assessment (EA) represents a re-assessment, revisions of sections to reflect new concerns and the re-affirmation
and re-signing of the Finding of No Significant (FONSI) for the Master Plan St Albans Columbarium National Cemetery Administration
St Albans, Queens County, New York dated November 2019. This EA also addressed the proposed columbaria within the Department
of Veterans Affairs, National Cemetery Administration (NCA) property located adjacent to the St Albans Community Living Center in St
Albans, Queens County, New York. The proposed Master Plan will guide the Department of Veterans Affairs in the construction of a
columbaria to provide eligible veterans and their families’ burial options in the Queens area. In a responsive accommodation, the NCA
determined that it was in the public and agency interest to undertake EA reevaluation process to determine if the local concerns would
affect NCA’s FONSI determination. It also represented an opportunity for additional on-the-record public involvement for the EA. This EA
has been supplemented to reflect the public concerns and document the site constraints and site purposes. A refined final traffic study
was prepared and provided within as part of the revised EA and also included as an appendix. The following is a summary of the findings
included in the draft EA:
I. NAME OF ACTION
Master Plan, St. Albans, Queens County, New York.
II. DESCRIPTION OF ACTION
a) Proposed Action: The proposed action will result in a plan for the phased construction of a columbaria for the placement of cremains,
an administration/public information center, access roads, walkways, a storm water management system, security measures and other
features. The site will be developed in phases as additional columbaria are required.
b) Alternatives: The National Cemetery Administration considered several site configurations of columbaria, access roads and other
features to maximize the number of inurnments on the site, provide a respectful ceremonial and visitation space, and minimize adverse
effects resulting from construction and operation of the facility.
III. ANTICIPATED ENVIRONMENTAL EFFECTS
The draft re-evaluated EA concludes there would be no significant direct, indirect or cumulative adverse impacts on the environment from
implementing the Preferred Alternative. There would be short-term, minor adverse impacts from noise and to geology and soils; and traffic
and transportation associated with construction activities.
IV. MITIGATION MEASURES
A description of the impact minimization and mitigation measures that would be implemented is provided in the Draft EA. These measures
include limiting parking of vehicles to within the site boundaries, prohibiting the idling of construction vehicles, use of construction fabric
along fence lines, tree-removal windows, and storm water management Best Management Practices to reduce erosion and sedimentation
impacts.
V. PUBLIC INVOLVEMENT
The Draft re-evaluated FONSI and EA can be made available via web access and via email and printed copy upon request.
