CBP extended temporary closure
of Trusted Traveler Program
(TTP) enrollment centers until July
6.
The operations suspended to
help prevent spread of novel coronavirus
but also the twist of the
NYS quarrel with this program has
made some travel more diffi cult.
U.S. Customs and Border Protection
has extended the temporary
closure of Trusted Traveler Program
enrollment centers until at
least July 6, 2020.
CBP is taking this precautionary
measure to minimize the exposure
of the public and CBP personnel
to the novel coronavirus
(COVID-19).
The temporary closure applies
to all public access Global Entry
enrollment centers, NEXUS enrollment
centers, SENTRI enrollment
centers and FAST enrollment locations.
Global Entry mobile enrollment
events are also paused until
further notice.

over the Trusted Traveler
Program (TTP) to continue
between New York State and U.S.
Customs and Border Protection
(CBP).t is necessary to revisit
this suspension now in preparation
for the border re-opening,”
Higgins wrote in a letter to Acting
CBP Commissioner Mark
Morgan.
This past February, the federal
government prohibited New Yorkers
from enrolling in or renewing
membership in the Trusted Traveler
Program. The program allows
expedited crossing over the USCanada
border after a person enrolls
in either the NEXUS, FAST
or Global Entry program. Each one
pre-screens travelers.
“Western New York and Southern
Ontario are interdependent
economies with close community
ties,” Higgins said. “The free movement
of people and goods are critical
to the community’s future. U.S.
Customs and Border Protection
must resolve its dispute with the
State of New York in a way that
does not harm Americans and legitimate
trade. Our communities are
transitioning through an unprecedented
time and they need stability
and clarity moving forward on
these important programs that assist
in daily activities.”
Right now, travel between the
countries is restricted to whatever
is deemed essential.

CBP restrictions Guide
According to CBP spokesperson,
There was never a limitation on the
number of fl ights from the Schengen
Area. There is a suspension of
entry on certain travelers who have
recently been physically present in
the Schengen Area. On March 17,
DHS issued supplemental instructions
directing that all fl ights from
the Schengen Area be funneled to
13 airports (later expanded to 15
airports). TSA and CBP are the implementing
agencies. The supplemental
instructions do not limit the
number of fl ights arriving in the
United States from these locations.
DHS works with airlines to ensure
that individuals who are subject to
the travel restrictions aren’t able to
board U.S.-bound aircraft.
“U.S. Customs and Border Protection
continues to follow the Centers
for Disease Control and Prevention’s
COVID-19 guidelines at
all ports of entry. CBP offi cers identify
arriving international travelers
who exhibit symptoms of COVID
19 or who have recently been
in China, Iran, Ireland, the United
Kingdom or the Schengen Area and
refer such travelers to the CDC or
DHS contract medical personnel for
health screening.”
The President signed proclamations
on January 31, February 29,
March 11 and March 14 to suspend
the entry into the United States of
persons who pose a risk of transmitting
the disease caused by the
novel coronavirus (COVID-19).
These proclamations remain in effect.
U.S. citizens, lawful permanent
residents and certain foreign
nationals are exempted from the
proclamations and may continue
to travel from China, Iran, Ireland,
the United Kingdom, or the
Schengen Area to the United States.
These travelers are subject to CDC
enhanced health screening upon
arrival at a U.S. port of entry.
Any fl ight to the United States
from China, Iran, Ireland, the
United Kingdom or the Schengen
Area will be funneled to one of 13
U.S. airports.
CBP is following CDC guidelines
and supporting the CDC’s enhanced
health screening of returning travelers
at the 13 funneling airports.
CBP offi cers continue to identify
and refer travelers subject to
the presidential proclamations or
who exhibit symptoms of COVID-19
to the CDC or DHS contract medical
personnel for health screening.

Council
Recently, Governor Cuomo announced,
“We’re announcing an advisory
board, “New York Forward
Re-opening Advisory Board”, that
is made up of statewide business
leaders, academic leaders, civic
leaders who are advising us on just
this and they have been for weeks
and I want to thank them very
much. We have studied reopening
plans, all around the country. We
have spoken to every expert on the
globe who has been through this before,
and we have come up with factual
data points to guide us on reopening.
So, in phase one, he said,
we’re talking about the construction
and manufacturing industry.
“Tell us how you are going to incorporate
the lessons that we just
learned. How do you incorporate
social distancing? How do you incorporate
fewer people in this space
you so reduce density? How do you
have the right PPE? How are you
going to monitor? Are you going to
take temperatures of everyone who
walks in?”
Since the announcement the
Governor has gone on to Phase 2 in
some areas and soon Phase 3.
While not every one impacted
by the pause that was implemented
to prevent the covid spread, the actions
by the Governor and his Advisory
Board have been deliberate
and careful to both open businesses
and keep the public safe.
