this regard. It mandates that the Department
of Health (DOH) train staff
at public locations that are required
to make lactation rooms available ,
and that quarterly inspections be conducted.
The legislation, introduced in
August, builds on previous efforts by
Borough President Adams to expand
access to safe and sanitary spaces
where mothers can nurse and express
breastmilk.
SEPTEMBER
On Wednesday, September 4th,
Borough President Adams joined
with residents of the New York City
Housing Authority (NYCHA) Howard
Houses in Brownsville to call
for expedited removal of scaffolding
that has remained on several
of the buildings within the complex,
despite there being no ongoing
construction on the sites. Tenants
have complained that the scaffolding
blocks windows to apartments
and causes potential unsafe conditions
for those who must walk beneath
the structures at night, with
diminished lighting and visibility
caused by the scaffolding, despite
assurances from NYCHA that it
would be definitively removed by
June 2019. Other affected quality of
life issues include decreased sanitation
attentiveness and complaints
from numerous area business owners
who have stated that having the
scaffolding cover all or part of their
business has negatively impacted
their bottom line. Borough President
Adams acknowledged that
this issue, which he first addressed
back in 2015 regarding longstanding
scaffolding at other NYCHA developments,
advocated for clearer
timelines for the installation and
removal of scaffolding to be communicated
and adhered to, and should
those timelines need to be pushed
back for good reasons, that those
reasons be clearly communicated to
residents.
In commemoration of the 18 years
that have passed since the terrorist
attacks that resulted in 2,996 people
being killed and 6,000 injured on
September 11, 2001, Borough President
Adams again held what has become
an annual memorial service on
Tuesday, September 10th at Brooklyn
Borough Hall, dedicated to the fallen
on that day. Focus this year was also
placed on the approximate 50,000 individuals,
including fi rst responders
and civilians, who have been stricken
with life-threatening and death-causing
diseases, including cancer, severe
respiratory disease, and digestive disorders,
related to the attacks. For the
third consecutive year, a banner hung
at Borough Hall that listed the names
of the 266 Brooklyn residents who died
on September 11th, and two Brooklyn
based fi rst responders who succumbed
to their 9/11-related illnesses
were posthumously honored: NYPD
Detective Luis Alvarez, who worked
at Ground Zero after the 9/11 attacks
and fought before Congress for the
9/11 Victim Compensation Fund bill
to be signed into law before passing
away this year; and NYPD Offi cer Diane
Halbran, who diligently assisted
with search and rescue efforts after
9/11 and subsequently succumbed to a
9/11-related cancer in 2017.
